Book excerpt: Les problèmes d'ordonnancement de projets ont fait l'objet de nombreuses études ces cinquante dernières années. Cependant, la majorité des approches considèrent un environnement totalement déterministe et des ressources matérielles. Nous avons adopté dans cette thèse une approche différente, pour traiter dans sa globalité un problème réel. Nous nous intéressons à un problème de gestion de projets, sous contraintes de ressources humaines, avec des profils de consommation d'activités variables. Nous étudions ce problème dans les phases prédictives, proactive et réactive. Les phases prévisionnelles (proactive et prédictive) diffèrent par la prise en compte d'informations sur des aléas potentiels lors de la mise en oeuvre de l'ordonnancement. La phase réactive cherche à modifier un ordonnancement pour l'adapter à la survenue d'aléas. Au sein de ces trois phases, des algorithmes de listes, des méta-heuristiques (méthode Tabou) et des programme linéaires en nombres entiers sont proposés. La mise en oeuvre de cette thèse (sous convention CIFRE) a été réalisée au sein de l'entreprise ESKAPE au sein de deux applications (gestion du temps et gestion de projets).

Book excerpt: This title presents a large variety of models and algorithms dedicated to the resource-constrained project scheduling problem (RCPSP), which aims at scheduling at minimal duration a set of activities subject to precedence constraints and limited resource availabilities. In the first part, the standard variant of RCPSP is presented and analyzed as a combinatorial optimization problem. Constraint programming and integer linear programming formulations are given. Relaxations based on these formulations and also on related scheduling problems are presented. Exact methods and heuristics are surveyed. Computational experiments, aiming at providing an empirical insight on the difficulty of the problem, are provided. The second part of the book focuses on several other variants of the RCPSP and on their solution methods. Each variant takes account of real-life characteristics which are not considered in the standard version, such as possible interruptions of activities, production and consumption of resources, cost-based approaches and uncertainty considerations. The last part presents industrial case studies where the RCPSP plays a central part. Applications are presented in various domains such as assembly shop and rolling ingots production scheduling, project management in information technology companies and instruction scheduling for VLIW processor architectures.

Book excerpt: Ce document porte sur le problème de gestion de projet multi-compétence: il s'agit d'ordonnancer un projet dont on cherche à minimiser la durée, sous contraintes de ressources maîtrisant différentes compétences requises par les activités du projet. Nous présentons la définition du problème ainsi qu'un modèle linéaire pour celui-ci. L'étude des spécificités de ce problème nous amène à proposer des méthodes de résolution adaptées. Nous introduisons d’abord des bornes inférieures, puis différentes méthodes heuristiques : méthodes de placement série ou parallèle, basées sur une liste de priorité, puis une méthode utilisant le modèle linéaire. Par la suite, nous introduisons des méthodes de résolution de type méta-heuristique : méthode tabou, algorithmes génétiques. Enfin, nous présentons une procédure par séparation et évaluation, dont le schéma de branchement est basé sur les fenêtres d'exécution des activités que l'on réduit au cours de l'arborescence. A chaque feuille obtenue, il est alors nécessaire de résoudre un problème à dates de début fixées, pour lequel nous avons établit plusieurs méthodes de résolution exactes qui sont également présentées.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
