They have created new social institutions, practices, networks and ways of living to deal with the collapse of public provision and a malfunctioning political system. This book describes how ordinary people, in the absence of formal sector jobs, hustle for a modest living; the famous ‘bargaining‘ system ordinary Kinois have developed; and how they access food, water supplies, health and education. The NGO-ization of service provision is analysed, as is the quite rare incidence of urban riots. The contributors also look at popular discourses, including street rumor, witchcraft, and attitudes to ‘big men‘ such as musicians and preachers. This is urban sociology at its best - richly empirical, unjargonized, descriptive of the lives of ordinary people, and weaving into its analysis how they see and experience life.

But while state infrastructure continues to decay, many essential services continue to be provided at the local level, often through grassroots initiatives. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Taking stock of what functions and why, it contributes to the debate on public services in the context of ‘real’ or ‘hybrid’ governance beyond the state: does the state still have a function, or is it no longer useful and relevant? Book excerpt: Reviewing the conditions in which the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) mechanism is being established in the Democratic Republic of Congo (DRC) is part of Component 1 of the Global Comparative Study on REDD+ (GCS-REDD) being conducted by the Center for International Forestry Research. The overall aim of this global study is to provide decision-makers, practitioners, donors and the scientific community with reliable information on the dynamics of national actions related to the REDD+ mechanism. Discussions on REDD originally seemed to focus on the construction of a global structure and the establishment of a multilateral instrument to replace the Kyoto Protocol. But at the 14th Conference of Parties (CoP 14), held in Poznan in 2008, discussions on the reliability of REDD+ focused more on the dynamics of national- and local-level actions and brought out the need to better understand, analyze and explain the national institutional context of REDD+ development. Subsequently, this review used the extractive approaches. The first inputs were reports, articles, books and documents on the DRC that were directly related to forest management, socioeconomic and political institutions, etc., whether published or not. Because of the diversity of sources, the quantitative data sometimes seem contradictory and conflictual. In the next step, semi-structured interviews were held with experts working in the forestry sector and data were obtained from the participants observations. Since this analysis covers the period between May 2011 and June 2012 actions in the field and the institutions after those dates were not included.

Book excerpt: Since 2001 The Democratic Republic of Congo has been engaged in a three-fold transition process towards liberalisation, democratisation, and peace. Throughout this process, external actors (donors, international financial institutions, the UN system, aid agencies) have played a leading role, effectively setting the orientations and modalities of this transition, including their institutional dimension. Congolese actors have not been passively subjected to this process, however, but have potently shaped it in various ways. This book investigates the relationship between international aid partners and various Congolese actors since 2001. It examines this relationship as an aspect of the state reform process, with particular reference to the administration. Stylianos Moshonas argues that the pace and nature of reform has been compromised by the contradictions inherent within the process itself, as advocated by international partners, and by the ability of Congolese power holders to accommodate and co-opt such reforms in line with their own political strategies. Rather than framing aid relations as the outcome of the oppositional points of view of donors and Congolese actors, this book presents a systematic focus on the compromises and accommodative characteristics that aid politics have coalesced around, as well as the contradictory positions donors have found themselves in.

For the next half century Belgium not only ruled an African empire but also, through widespread, enduring, and eagerly embraced propaganda, produced an imperialist-minded citizenry. Selling the Congo is a study of European pro-empire propaganda in Belgium, with particular emphasis on the period 1908–60. Matthew G. Stanard questions the nature of Belgian imperialism in the Congo and considers the Belgian case in light of literature on the French, British, and other European overseas empires. Comparing Belgium to other imperial powers, the book finds that pro-empire propaganda was a basic part of European overseas expansion and administration during the modern period. Arguing against the long-held belief that Belgians were merely “reluctant imperialists,” Stanard demonstrates that in fact many Belgians readily embraced imperialistic propaganda. Selling the Congo contributes to our understanding of the effectiveness of twentieth-century propaganda by revealing its successes and failures in the Belgian case. Many readers familiar with more-popular histories of Belgian imperialism will find in this book a deeper examination of European involvement in central Africa during the colonial era.

The explosion of the HIV/AIDS pandemic, the persistence of malaria as a major killer, and the resurgence of diseases like tuberculosis which were previously under control, have brought about changes in the health system, with implications for its governance, especially in view of the diminished capacity of the public health facilities to cope with a complex range of expanded needs. Government responsibilities and objectives in the health sector have been redefined, with private sector entities (both for profit and not-for profit) playing an increasingly visible role in health care provisions. The reasons for collaborative patterns vary, but chronic under-funding of publicly financed health services is often an important factor. Processes of decentralisation and health sector reforms have had mixed effects on health care system performance; while private health insurance markets and private clinics are pointers to a growing stratification of the health market, in line with the intensified income and social differentiation that has occurred over the last two decades.These developments call for health sector reforms.
