Book excerpt: La gouvernance publique est une préoccupation majeure de la quasi-totalité des états du monde. Et le Congo mon pays y est tout à fait concerné. Cependant, le Congo a un problème de gestion et de management public, ceci est inhérent à la forme de son organisation administrative et territoriale. En effet, la République du Congo qui se déclare d’une organisation décentralisée, peine à matérialiser cette exigence constitutionnelle, car la pratique sur le terrain tranche avec le prescrit fondamental qui déclare le pays décentralisé tant sur le plan administratif que territorial. En effet, Brazzaville capitale politique exerce toujours une tutelle sur les collectivités locales, ce qui empêche le décollage de ces entités et le développement du pays en général. Ainsi pour créer les conditions du développement, il est plus qu’urgent de changer la manière de gouverner et de permettre une gestion basée sur les rapports de partenariat entre l’État et ses collectivités locales en mettant en exergue les principes fondamentaux de libre administration et de l’autonomie financière de celles-ci. Ce dans le respect de l’État de droit. Pour ce faire, il sera important de réformer la manière de gérer la cité en adoptant les méthodes du secteur privé et les intégrer dans la sphère publique afin de rendre efficiente et efficace l’action publique. Or ceci n’est possible que dans la perspective d’une politique fondée sur la culture de résultat et qui débouche sur un mécanisme d’évaluation de l’action publique à la fin. Ainsi, nombre d’approches et de pistes de solution ont été proposées dans ce sens afin d’appuyer la dynamique décentralisatrice capable de permettre une redistribution équitable de la richesse nationale, mais aussi de promouvoir une gouvernance efficiente de la chose publique.

This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The authors ground their analysis in relevant theory while drawing out implications of their findings for policy and practice.

The question is not easy to answer, but it would not be a bad idea to cautiously say: 'It depends'. This book is about one society - Rwanda - and its culture, traditions, identities, and memories. More specifically, it discusses some of the ways in which ethnic identities and related memories constitute a deadly trap that needs to be torn apart if mass violence is to be eradicated in that country. It looks into everyday cultural practices such as child naming and oral traditions (myths and tales, proverbs, war poetry etc.) and into political practices that govern the ways in which citizens conceptualise the past. Rwanda was engulfed in a bloody war from 1990 until 1994, the last episode of which was a genocide that claimed about a million lives amongst the Tutsi minority. This book - the first in the Memory Traps series - provides a new understanding of how a seemingly quiet society can suddenly turn into a scene of the most horrible inter-ethnic crimes. It offers an analysis of the complexities and dangers resulting from the ways in which memories are managed both at a personal level and at a collective level. The main point is that Rwandans have become hostages of their memories of the long-gone and the recent past. The book shows how these memories follow ethnic lines and lead to a state of cultural hypocrisy on the one hand, and to permanent conflict - either open and brutal, or latent and beneath the surface - on the other hand. Written from a memory studies perspective and informed by critical theory, philosophy, literature, [oral] history, and psychology, amongst others, this book deals with some controversial subjects and deconstructs some of the received ideas about the recent and the long-gone past of Rwanda. About the author: Olivier Nyirubugara is a lecturer of New Media and Online Journalism at the Erasmus School of History, Culture and Communication (Erasmus University Rotterdam). In 2011, he completed a PhD in Media Studies at the University of Amsterdam with a dissertation entitled Surfing the Past: Digital Learners in the History Class, in which he empirically explored ways in which pupils use the Web to find historical information. Nyirubugara has also been practicing journalism since 2002 and has been training and coaching journalists in mobile reporting in Africa since 2007.

The author had the privilege to immerse himself, around the clock, in the Yakaphones’ activities and thoughts in southwest DR Congo from 1972 to 1974, and intermittently in Kinshasa’s shanty towns, from 1986 to 2003. The author first examines what sparked his choice to come to Congo, and then to pursue research among the Yakaphones in the borderland with Angola. He then invites us to follow the trajectory of his plural anthropological view on today’s multicentric world. It leads us to his praise for honorary doctor Jean-Marc Ela’s work. He then examines the proletarian outbursts of violence that rocked Congo’s major cities in 1991 and 1993. These can be read as a settling of scores with the disillusioning colonial and missionary modernisation, along with president Mobutu’s millenarian Popular Movement of the Revolution. Furthermore, after considering the morose reduction of a major Yaka dancing mask into a mere museum-bound curio in Antwerp, the book unravels the Yakaphones’ perspectives on spirits and sorcery’s threat. It also analyses their commitment to classical Bantu-African healing cults, along with their parallel consulting physicians and healers. By sharing the Yakaphones’ life-world, the analysis highlights their body-group-world weave, interlaced by the principle of co-resonance. A phenomenological and perspectivist look unfolds the local actors’ views, thereby disclosing the Bantu-African genius and setting for a major reversal of perspectives. Indeed, seeing 'here' from 'there' allows the author to uncover some alienating dynamics at work in his native Belgian Flemish-speaking culture. To better grasp the realm of life beyond the speakable and factual reasoning, the approach occasionally turns to the later Lacan’s focus on the unconscious desire, the body and its affects. The book addresses students and researchers in the humanities and, more broadly, all those immersed in the heat of the encounter with the culturally different.
