L'Etat marocain s'attachait à garantir le développement socio-économique et le maintien de son autorité sur l'ensemble du territoire national. En effet, à cause de son hégémonie, il a affaibli le rôle des collectivités locales dans la réalisation d'un développement décentralisé. Profitant ainsi de son omnipotence, la planification étatique a été calquée sur l'espace sans tenir compte des réalités locales. De ce fait, les disparités socio-économiques se sont accentuées entre un Maroc utile et un autre qui ne l'est pas. Consciente de ce bilan mitigé, la construction territoriale n'a pas cessé de s'adapter aux exigences du développement local. En effet, la provincialisation comme la régionalisation n'ont pas permis d'atteindre cet ultime objectif. C'est pourquoi le développement local-régional semble connaître, avec la nouvelle régionalisation, une alternative permettant aux collectivités locales de s'impliquer d'avantage. En définitive, notre travail est scindé en deux partiesLa première s'attache à démontrer les entraves politiques, économiques puis sociales de la provincialisation et de la régionalisation de 1971 appliquées respectivement dans le cadre de la province et de la région. C'est à travers ces multiples déficiences que les conditions de genèse ou d'émergence de la région de Chaouia-Ourdigha, notre zone d'étude, sont réunies. Dans la deuxième partie nous étudions la tendance de la dynamique spatiale qui s'esquisse à travers la nouvelle organisation du développement socio-économique au niveau de la région de Chaouia-Ourdigha. C'est pourquoi nous effectuerons une présentation spatio-économique de Chaouia-Ourdigha puis une analyse de son système urbain. Nous terminerons en proposant une stratégie de développement-aménagement et ce, en étudiant la dynamique urbaine, rurale et économique selon un certain nombre d'hypothèses.

She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Book excerpt: In recent years, authoritarian states in the Middle East and North Africa have faced increasing international pressure to decentralize political power. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. Based on extensive fieldwork, Local Politics in Jordan and Morocco is an important contribution to Middle East studies and political science that challenges our understanding of authoritarian regimes’ survival strategies and resilience.
