Con la aprobación de este Plan General se han pretendido alcanzar varios objetivos: En primer lugar, se ha adaptado el citado Plan a las NIC-SP (Normas Internacionales aplicables a la Contabilidad del Sector Público) aunque no tienen carácter obligatorio, en aquellos aspectos que se han considerado necesarios para avanzar en el proceso de normalización contable, mejorando la calidad de la información contable en el sector público español. En segundo lugar, la reforma mercantil en materia contable operada por la Ley 16/2007, de 4 de julio, de reforma y adaptación mercantil en materia contable para su armonización internacional con base en la normativa de la Unión Europea, y su desarrollo posterior con la aprobación del Plan General de Contabilidad y del Plan General de Contabilidad para la Pequeña y Mediana Empresa, ha hecho necesaria la normalización contable del Plan General de Contabilidad Pública tomando como modelo el Plan de Contabilidad aplicable a las empresas, con las especialidades propias de las entidades del sector público al que va dirigido. En tercer lugar, las exigencias crecientes para mejorar la información en el sector público y los principios de eficacia y eficiencia en la utilización de los recursos públicos, han hecho necesaria la inclusión en las cuentas anuales de una información complementaria a la información financiera y presupuestaria. En este contexto, se incorporan en las cuentas anuales del sector público, información de costes por actividades y unos indicadores presupuestarios, financieros y de gestión, que amplían los elementos de información para la mejora de la gestión pública.
