Book excerpt: La consolidation et l'achèvement du marché unique de l'Union économique et monétaire ouest-africaine impliquent, de la part de ses Etats membres, de nouvelles concessions de souveraineté au profit de l'Union. Cela lui permettrait d'appréhender de nouveaux secteurs d'activités à valeur ajoutée concurentielle en vue de les instrumentaliser suivant une optique satisfaisant les objectifs d'intégration du Traité de Dakar. Le projet de réforme du droit des marchés publics au sein de l'UEMOA s'inscrit dans cette optique. En Afrique, les marchés publics sont des vecteurs importants du circuit économique. Ainsi, toutes catégories confondues, plus de 50 milliards de dollars US sont dépensés chaque année dans ce domaine.S'ils sont restés aussi longtemps en marge des politiques d'intégration régionales africaines, c'est moins par une absence de prise de conscience de leur poids économique que par une absence de volonté politique. Ils font l'objet de protectionnisme, parce que couramment utilisés par les dirigeants africains comme outils de politiques structurelles et notamment sociales. Pour pallier cette carence, ce projet de réforme au sein de l'UEMOA, initié en 2000, a pour ambition de rapprocher, à partir de 2005, les règlementations nationales de ses Etats membres en la matière, à travers une loi-type régionale des marchés publics basée sur des pratiques modernes admises au plan international. L'objectif est de promouvoir la concurrence sur le marché intérieur de l'UEMOA en vue d'atteindre une meilleure éfficacité de la dépense publique et un développement de l'entrepreneuriat régional. Suivant cette optique, cette réforme implique un cadre juridique qui étend à tous les Etats membres de l'UEMOA une concurrence effective dans les marchés publics ; aussi bien dans son étendue que dans ses modalités.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

Book excerpt: This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.
