Book excerpt: L'intensification de l'activité agricole qui s'est d'abord déroulée dans un contexte de progrès technique, est notamment passée par une utilisation accrue des intrants : engrais azotés d'origine minérale et organique et produits phytosanitaires, tous deux à l'origine de pollutions de l'eau. De nombreuses mesures législatives, contractuelles et des conseils ont été mis en place par les pouvoirs publics, en vue de modifier certaines pratiques agricoles, liées à l'utilisation d'intrants, ou encore d'inciter à la mise aux normes de bâtiments d'élevage. Ils risquent, cependant, de ne pas être suffisants pour atteindre l'objectif de bonne qualité des eaux fixé par la directive-cadre d'ici à 2015. En effet, la présente étude souligne que les mesures n'ont pas toujours d'effets significatifs sur la qualité de l'eau, en raison, notamment, de l'absence de généralisation des bonnes pratiques agricoles ou encore de l'absence de généralisation des bonnes pratiques agricoles ou encore de l'absence de contrôle des prescriptions environnementales. L'ouvrage met en relief les contradictions de ces mesures avec d'autres politiques publiques et propose quelques pistes de réflexion afin d'intégrer plus systématiquement les contraintes environnementales dans le secteur agricole, en insistant sur l'importance de prendre en compte le comportement des acteurs concernés vis-à-vis de la pollution. Ce travail souligne la complémentarité des disciplines techniques, juridiques et économiques au sein de la problématique agricole ; il vise à fournir des indications aux divers acteurs de la profession agricole concernant l'état actuel de la relation « agriculture et environnement » ; il se veut également pédagogique et à portée universitaire pour les formations économiques et juridiques. Cet ouvrage a été réalisé avec l'appui technique de Stéphanie Blanquart, attachée de recherche et d'enseignement de 2006 à 2008 à l'université Paul-Verlaine de Metz.
