But even police states have not been immune to terrorism, despite limiting civil liberties and forbidding free speech and rights of assembly. Examples include Russia under tsarist rule and the Communist-ruled Union of Soviet Socialist Republics, as well as the People's Republic of China, Myanmar, and Laos.
