As noted in the Managing Director’s Report on Implementing the Medium-Term Strategy,2 members’ quotas have become increasingly out of line with countries’ economic weight in the global economy. In addition, the declining role of basic votes since the Fund was established has weakened the voice of smaller developing countries.

Book excerpt: On July 5, the Executive Board had an informal discussion of reforms of quotas and voice as part of the process of formulating reform proposals for the Annual Meetings in Singapore. That discussion confirmed the importance attached by the membership to reaching agreement on a package of quota and voice reforms in Singapore for the Fund’s continued credibility and effectiveness. The discussion also revealed broad support for a reform package along the lines suggested in the staff paper. The support for quota and voice reform across a broad spectrum of the membership indicates that these reforms are not seen as a zero sum game, but rather as change that will strengthen the Fund and from which all members will benefit.

International competition law has only begun to emerge as a distinct subfield of international economic law in recent years, even though international agreements on competition co-operation date back to the 1970s. Competition law became a prominent subject of political and academic debates in the late 1990s when competition and trade were discussed as one of the Singapore issues in the WTO. Today, international competition law is a complex and multi-layered system of rules and principles encompassing not only the external application of domestic competition law and traditional bilateral co-operation agreements, but also competition provisions in regional trade agreements and non-binding guidelines and standards. Furthermore, the relevance of competition law for developing countries and the relationship between competition law and public services are the subject of heated debates. Book excerpt: The Board of Governors in a Resolution adopted on September 18 requested that the Executive Board reach agreement on a new quota formula, starting discussions soon after the Annual Meetings in Singapore. According to the Resolution, this work should be completed by the Annual Meetings in 2007, and no later than the IMFC Meeting in the Spring of 2008. The Resolution states that the new formula should provide a simpler and more transparent means of capturing members’ relative positions in the world economy. This new formula would provide the basis for a second round of ad hoc quota increases, as part of the program of quota and voice reform to be completed by the Annual Meetings in 2007, and no later than by the Annual Meetings of 2008. This paper explores key issues related to a new quota formula as background for an informal Board seminar. This seminar is the first opportunity for the Board to discuss the new formula since the adoption of the Resolution. The paper first reviews the broad considerations and principles that should guide the design of a new quota formula, taking as a starting point the roles of quotas in the Fund. The paper also considers more specific issues in that light, such as the selection of variables and possible functional forms for the new formula. In examining these issues, the paper draws on the extensive discussion of the quota formulas in recent years, taking up questions raised both within the Board and in other fora.

Directors agreed on the principles that should guide the review and the importance of meeting the January 2013 deadline, and there were indications of an emerging consensus in a few areas. However, views continued to diverge on several other key issues, and Directors stressed that completing the review will require a spirit of flexibility and compromise on all sides. This paper seeks to provide a basis for the next discussion, taking account of the views expressed in July. It begins by taking stock of the discussions to date. Based on this stock take, it seeks to highlight areas where a relatively broad consensus appears to be emerging. The paper also discusses possible options for addressing concerns raised about the openness variable and provides a range of simulations that seek to illustrate the effects of potential reforms to the formula. The simulations focus on those issues that have garnered the most attention in the discussions to date.

Lest the wide scope of these inputs result in a laundry list, judgment has been exercised in selecting key issues and proposals, and in laying out some of the pros and cons. With reform of quotas/voting power on a separate track, the focus here is on the institutional framework through which members express voting power, weaknesses in which are seen by many to have eroded the Fund’s legitimacy and effectiveness, thereby displacing the debate and initiative to outside entities. While an overall reform package would have to include quota shares, the key proposals discussed here aim to: increase political engagement and oversight; enhance Executive Board effectiveness and representation; modify voting rules; better delineate responsibilities; open up management selection; and tackle problems with mandate and institutional culture that limit the issues and approaches taken. Civil society has expressed a range of concerns related to IMF governance, including with regard to accountability at all levels (IMFC, Executive Board, management, and staff), mechanisms for responding to complaints and feedback from the broader public, and transparency. The Committee of the Whole (COW) has since continued its work aimed at developing proposals that could command broad support. At its most recent meeting in September, there was a shared commitment to reaching an agreement within the agreed timetable but views remained divided on many issues. To facilitate progress towards the agreed goal, this paper suggests possible elements that could help form the basis for an agreement. These elements seek to build on the discussions to date and balance the diverse views that have been expressed. Inevitably, they will not fully meet the preferences or priorities of any individual member, and difficult compromises will be required from all sides if an agreement is to be reached.
