Book excerpt: Since the attacks of September 11, 2001 a complex web of international structures and rules for the fight against transnational terrorism has emerged. However, previous research disregarded the organizational basis of counterterrorism cooperation. Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. The book reveals the special ambivalence of counterterrorism cooperation for international bureaucracies, which need to reconcile calls for effective counterterrorism with the need to maintain an impression of technical impartiality in a particularly contested policy-field. They respond to this challenge with different strategies of politicization and depoliticization.

Book excerpt: The 9/11 attacks revealed that the transnational terrorist threat facing the US and its partners was far more dangerous than most had previously discerned. It was now clear that al-Qaeda intended to, and could threaten the West’s – particularly the US’ – political and military leverage, with the aim of shifting the balance of power from the West to Islam after a violent global confrontation. In that sense, the new terrorist threat is strategic, and it has led to a worldwide mobilisation comparable to that required by a world war. This Paper argues that prevailing in the ‘war’ on terror, much like victory in the Cold War, entails containment, deterrence, outperformance and engagement. Military power is secondary to intelligence, law enforcement, enlightened social policy and diplomacy. Diplomatic engagement with the larger Muslim world is paramount as a means of denying al-Qaeda not merely recruits but the‘clash of civilisations’ it seeks. The US-led intervention in Iraq, though intended to introduce democratic reform in the wider Middle East, has so far antagonised Islam and strengthened Islamist terrorism. This suggests that coercive or aggressively ideological diplomacy is unlikely to win over an Islamic population biased by anti-Western propaganda. Successful Western diplomacy will have to be discreet, nuanced and incremental.

It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. The lessons learned seek to enhance the existing body of literature regarding strategies and resources to improve counter-terrorism community engagement with Muslim communities. This book explores these changes to counter-terrorism laws and policies in the UK and Canada in order to demonstrate that despite the force of international legal instruments, including the heavily scrutinized UN Security Council Resolution 1373, the evolution of counter-terrorism policies in different jurisdictions is best analyzed and understood as a product of local institutional structures and cultures. The book compares legal and political structures and cultures within Canada and the United Kingdom. It analyses variations in the evolution post-9/11 counter-terrorism measures in the two jurisdictions and explores the domestic reasons for them. While focus is primarily geared towards security certificates and bail with recognizance/investigative hearings in Canada, and detention without trial, control orders and TPIMs in the UK, the use of secret evidence in the wider national security context (terrorist listing, civil litigation, criminal prosecutions, etc.) is also discussed. The conventional concerns of foreign affairs, international trade, and development assistance, are increasingly sharing the political center stage with a new set of issues. These include trans-border concerns such as global financial stability and market efficiency, risk of global climate change, bio-diversity conservation, control of resurgent and new communicable diseases, food safety, cyber crime and e-commerce, control of drug trafficking, and international terrorism and weapons of mass destruction. Globalization and increasing porosity of national borders have been key driving forces that have led to growing interdependence and interlocking of the public domains--and therefore, public policy concerns--of countries, governments, private businesses, civil society, and people at large. Thus, new and different issues are now occupying top places on national policy agendas, and consequently, on the agendas of international negotiating forums. The policy approaches to global challenges are also changing. A proliferation and diversification of international cooperation efforts include focus on financing arrangements. Financing of international cooperation in most instances is a haphazard and non-transparent process and often seems to run parallel to international negotiations. There are many unfunded mandates and many-non-mandatory funds. To agree on and to achieve international economic goals, we need to understand how financing of international cooperation efforts actually works. Our understanding is hampered by two gaps: 1) lack of an integrated and cohesive theoretical framework; 2) lack of consolidated empirical and operational knowledge in the form of a comprehensive inventory of past, current and possible future (i.e. currently deliberated) financing mechanisms. This book reduces these two gaps and provides a guide to improve our ability to finance international cooperation.
