Book excerpt: This thematic study consists of case studies of Ghana, Malawi, and Uganda, as well as, a review of studies undertaken over the past ten years on education in Africa with particular attention to girls' and secondary education. Gender equity at the primary level has been the focus of considerable attention within the Education for All Framework of Action, but much less so at the secondary level. Evidence of gender inequity and inequality in terms of access, retention and performance in secondary education in SSA raises many questions. While transition rates from primary to secondary are higher for girls than boys, and the repetition rates are lower, girls still significantly trail behind boys in graduation and enrollment rates. The purpose of this study is to document and analyze the extent and nature of gender disadvantage in junior and senior secondary education, to analyze the causes of this disadvantage, and to identify strategies that may be effective in reducing or eliminating it. This study was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training. Book excerpt: This handbook provides information to help the policymaker or educator understand the research process in order to study problems and opportunities associated with the education of girls in Africa. In Africa, girls account for only 57% of the school-age population. They are more likely to drop out of school and to score lower on the examinations that determine their enrollment at postprimary levels. Research into the education of girls has the potential to improve their opportunities, and to raise the educational level of society in African countries. The purpose of research is outlined, and steps in planning a research project are defined. The discussion of the planning phase includes a discussion of sampling and sample size selection. Part III of this manual reviews the basic tools of the social science researcher. Literature reviews, techniques such as surveys and interviews, and qualitative research are described. A final section considers working with research findings and using the results. Appendixes present a sample research outline, an example data grid, and a list of some research instruments commonly used in the study of education of girls. Book excerpt: The review of the literature demonstrates the variation, complexity and inter-relatedness of the factors that constrain female education in Africa. These factors are similar to yet different from those exhibited elsewhere in the developing world. There is a growing body of scholarly review of strategies to enhance female education and their efficacy. On the supply side, these practices include building more schools, improving the school environment, training more female teachers, and removing gender bias in textbooks. On the demand side, they include launching information campaigns to promote the benefits of female education and providing stipends and scholarships as incentives to parents. The following table presents a summary of some of these promising strategies. The study draws several conclusions from this detailed catalogue of policy and program approaches: First, it is difficult to assess the cost-effectiveness of most of the initiatives. Second, since girls' education is constrained by several related factors at the home, school, community and government levels, the most promising approaches appear to be those which address supply and demand-side factors simultaneously. Third, most of the successful initiatives have been conceived and managed by non-governmental organizations on a relatively small scale with little direct government involvement but with strong community engagement. Fourth, the success of many of the initiatives must be treated cautiously as their effectiveness has yet to be proven. Fifth, despite this growing body of knowledge about the complex problems of female education, few significant programs and projects have been implemented to reduce the gender gap in education, particularly in Sub-Saharan Africa, and those implemented have had limited impact.

Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

Nowhere, perhaps is this need greater than in sub - Saharan Africa (SSA) where female participation in education is inordinately low, and where disparities between females and males vary greatly among countries. the report previewed in this article responds in two ways to the need for statistics on female education. First, it defines statistical indicators that can be used to describe the level of female participation and the disparities between males and females in education systems. As one form for these indicators, the report introduces the concept of the gender ratio as a generic tool for comparing male and female participation in education across all indicators used to assess the performance of education systems. Second, the report presents data from existing sources for the forty-six countries in sub - Saharan Africa.

Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.
