It is based on wide-ranging research in collections of personal and official papers in Australia, Britain, the United States and Canada. Linking up with the first volume, The Search for Security in the Pacific, it offers a new and path-breaking understanding of Australia's relations with the world from the outbreak of the First World War to the making of peace in Europe and the Pacific. This study explores a number of fundamental issues that shaped Australia's response to the world in this era, such as race and culture, geopolitics and security, domestic divisions and ideas of loyalty, and the philosophies and personalities of the chief policy makers. From the outset of this global conflict Australia was involved in a 'hot war' in Europe against Germany and its allies, and in a 'cold war' in the Pacific against Japan. The British Australians, for reasons of sentiment and interest, supported the Mother Country, but even as they did so they were deeply concerned about Japan's ambitions. As a result Japan figured prominently in Australia's approach to the war and the peace. Indeed for the Australians the 'cold war' did not come to an end until the Washington Conference of 1921-2, when Japan with the other Pacific powers agreed to limit naval building and to respect existing territories in China and the Pacific. In tracing out this story, the book throws light on many particular aspects of the 'hot' and 'cold' wars. They include the origins of Asian studies in Australia, intelligence gathering, the secret service and loyalty leagues, the fear of Japan in the conscription controversy, Irish Catholics and the Anglo-Irish War. The labour movement and the Bolshevik revolution, the ideological clash of the American President and the Australian Prime Minister over peacemaking, the visit of the Prince of Wales, 'Britishness' and the failure of the idea of Greater Britain all influenced the development of Australia's defence and foreign policy. At the end of the book there is an attempt to provide an assessment of Australia's leadership through these testing times and to point out the significance of this experience for a later generation of Australia policy makers.

In Climate Change and the Nation State, Anatol Lieven outlines a revolutionary approach grounded in realist thinking. This involves redefining climate change as an existential threat to nation states - which it is - and mobilizing both national security elites and mass nationalism. He condemns Western militaries for neglecting climate change and instead prioritizing traditional but less serious threats. Lieven reminds us that nationalism is the most important force in motivating people to care about the wellbeing of future generations. The support of nationalism is therefore vital to legitimizing the sacrifices necessary to limit climate change and surviving and the effects of it (some of which are now inevitable). This will require greatly strengthened social and national solidarity across lines of class and race. Throughout, Lieven draws on historical examples to show how nationalism has helped enable past movements to implement progressive social reform. Lieven strongly supports plans for a "Green New Deal" in the USA and Europe. In order to implement and maintain such changes, however, it will be necessary to create dominant national consensuses like those that enabled and sustained the original New Deal and welfare states in Europe. Lieven criticizes sections of the environmentalist left for hindering this by their hostility to national interests, their utopian political naivet , their advancement of divisive cultural agendas, and their commitment to open borders. Radical and timely, Climate Change and the Nation State is an essential contribution to the debate on how to deal with a climatic crisis that if unchecked will threaten the survival of Western democracies and every organized human society.

Book excerpt: The purpose of this book is to explore the ways in which the London Underground/ Tube was "mapped" by a number of writers from George Gissing to Virginia Woolf. From late Victorian London to the end of the World War II, "underground writing" created an imaginative world beneath the streets ofLondon. The real subterranean railway was therefore re-enacted in number of ways in writing, including as Dantean Underworld or hell, as gateway to a utopian future, as psychological looking- glass or as place of safety and security. The book is a chronological study from the opening of the first underground in the 1860s to its role in WW2. Each chapter explores perspectives on the underground in a number of writers, starting with George Gissing in the 1880s, moving through the work of H. G. Wells and into the writing of the1920s and 1930s including Virginia Woolf and George Orwell. It concludes with its portrayal in the fiction, poetry and art (including Henry Moore) of WW2. The approach takes a broadly cultural studies perspective, crossing the boundaries of transport history, literature and London/urban studies. It draws mainly on fiction but also uses poetry, art, journals, postcards and posters to illustrate. It links the actual underground trains, tracks andstations to the metaphorical world of "underground writing" and places the writing in a social/political context.

Book excerpt: Public health policies had a profound impact on urban life in the late nineteenth and early twentieth centuries, yet relatively few people took an active interest in the formulation of these policies. In this book Marjaana Niemi examines the impact of different political aims and pressures on 'scientific' health policies through the analysis of public health programmes in two case studies, one in Birmingham and the other in Gothenburg. By examining early twentieth-century campaigns concerned with infant welfare and the prevention of tuberculosis, the book provides illuminating insights into the relationship between public health and the regulation of urban life. Not only does the book analyse the processes whereby different political aims became embedded in these 'apolitical' health campaigns, but it also highlights the important part that the campaigns played in urban politics and governance. The political aims which public health campaigns advanced are explored by comparing health policies in Britain and Sweden, where officials were part of one public health community, enjoying close links, attending the same conferences and contributing to the same journals. The problems they dealt with were often similar and in both countries health authorities claimed scientific grounds for their programmes. Yet the policies they pursued were often strikingly different. Through examination of two different national approaches, the book does justice to the full complexity of the policy-making process and illuminates the wide range of factors that affected municipal policies.

Its eight chapters demonstrate that before eugenics was stigmatized by the Holocaust and Western histories were sanitized of its prevalence, a vast array of Western politicians, physicians, eugenic societies, family leagues, health associations, laboratories and museums advocated, through verbal and visual cultures, the breeding of 'the master race'. Each chapter illustrates the uncanny resemblances between models of sexual management and the perfect eugenic body in America, Britain, France, Communist Russia and Nazi Germany both before and after the Second World War. Traced back to the eighteenth-century anatomy lesson, the perfect eugenic body is revealed as athletic, hygienic, 'pure-blooded' and sexually potent. This paradigm is shown to have persisted as much during the Bolshevik sexual revolution, as in democratic nations and fascist regimes. Consistently posed naked, these images were unashamedly exhibitionist and voyeuristic. Despite stringent legislation against obscenity, not only were these images commended for soliciting the spectator's gaze but also for motivating the spectator to act out their desire. An examination of the counter-archives of Maori and African Americans also exposes how biologically racist eugenics could be equally challenged by art. Ultimately this book establishes that art inculcated procreative sex with the Corpus Delecti - the delectable body, healthy, wholesome and sanctioned by eugenicists for improving the Western race.
