Il s'agit de comprendre les determinants de la mobilite et de la demande de carburants des transports, de les tester empiriquement dans trois contextes socioeconomiques differents (cas de la France, des Etats-Unis et de l'Inde) et d'identifier les leviers d'action qui permettraient de reduire les consommations d'energie de ce secteur ou d'entamer une transition a l'aide de l'utilisation d'autres sources d'energie.

It is in this context that the transition to low-carbon and renewable energies is taking place, which involves profound changes to the existing global energy system. This book addresses these different aspects and attempts to estimate first-order requirements for cement, steel, copper, aluminum and energy for different power generation technologies, and for three types of energy scenarios. Some dynamic modeling approaches are proposed to assess the needs and likely evolution of primary production and recycling. It is also an ability to push back or defer the limits of a world in biological and climatic closure. This book examines the theoretical conflicts and the power plays which often oppose the socio-political and technical-financial practices of recognition of what intervenes in the production of this wealth – i.e. of what has value. It lays down the principles of a contributory modeling method, allowing debates around the concept of development; the building of scenarios; the negotiation of their implementation; and a cross-sectoral reading of their social, ecological and economic costs. This method, called Dynamic Modeling of Cost Systems, is based on a territorial communication device which articulates political, contractual and accounting innovations using deliberative and normative digital tools. It combines different local representations of value, in order to approach wealth through an integrated analysis of micro-, meso- and macro- issues.

It seeks to open up the possibility of a new generation of urban low carbon transition research, which foregrounds the importance of political, geographical and developmental context in shaping the possibilities for a low carbon urban future. The book’s contributions propose an interpretation of urban low carbon transitions as primarily social, political and developmental processes. Rather than being primarily technical efforts aimed at measuring and mitigating greenhouse gases, the low carbon transition requires a shift in the mode and politics of urban development. The book argues that moving towards this model requires rethinking what it means to design, practise and mobilize low carbon in the city, while also acknowledging the presence of multiple and contested developmental pathways. Key to this shift is thinking about transitions, not solely as technical, infrastructural or systemic shifts, but also as a way of thinking about collective futures, societal development and governing modes – a recognition of the political and contested nature of low carbon urbanism. The various contributions provide novel conceptual frameworks as well as empirically rich cases through which we can begin to interrogate the relevance of socio-economic, political and developmental dimensions in the making or unmaking of low carbon in the city. This must be done by 2100 if we are to keep climate change anywhere near the 2oC warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development: Three Steps to a Zero-Carbon Future looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries' broader development goals. Here is what needs to be done: -Act early with an eye on the end-goal. To best achieve a given reduction in emissions in 2030 depends on whether this is the final target or a step towards zero net emissions. -Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors. Carbon pricing is necessary for an efficient transition toward decarbonization. It is an efficient way to raise revenue, which can be used to support poverty reduction or reduce other taxes. Policymakers need to adopt measures that trigger the required changes in investment patterns, behaviors, and technologies - and if carbon pricing is temporarily impossible, use these measures as a substitute. -Mind the political economy and smooth the transition for those who stand to be most affected. Reforms live or die based on the political economy. A climate policy package must be attractive to a majority of voters and avoid impacts that appear unfair or are concentrated on a region, sector or community. Reforms have to smooth the transition for those who stand to be affected, by protecting vulnerable people but also sometimes compensating powerful lobbies.
