Beginning with the Conquest and working through the many political permutations before Confederation and since, there has always been conflict between the two governments and, in particular, between two points of view. The rebellions of 1837-8, conscription, the Quiet Revolution, language laws, the FLQ crisis and endless constitutional wrangles such as Meech Lake are just a sampling of the issues that have divided the nation. The cast of characters has been fascinating, too: Pierre Trudeau, Brian Mulroney, Robert Bourassa, and Rene Levesque have all played centre stage. In the wake of a razor-thin majority for federalist forces in the referendum of 1995, the issue of separation continues to be complicated by the division of the huge national debt, the possibility of further territorial partition within a separate Quebec, the rights of First Nations people, and the spectre of separatist movements in Eastern Europe in recent years. Through interviews with a wide variety of politicians, journalists, and academics, Robert Bothwell skilfully weaves together a coherent account of the relationship between Canada and Quebec. The early 1990s brought new governments to Ottawa and Washington, and although Canada's Liberal Party emphasized its determination to act independently of the United States when necessary, relations between the two countries continued to be generally cordial. Canada's new Conservative government, under Prime Minister Stephen Harper, is regarded as more philosophically in tune with the Bush Administration than the Liberals were; some observers believe that this compatibility may facilitate bilateral cooperation. The two North American countries continue to cooperate extensively in international security and political issues, both bilaterally and through numerous international organizations. Canada's foreign and defense policies are usually in harmony with those of the United States. Areas of contention are relatively few, but sometimes sharp, as has been the case in policy toward Iraq. Since September 11, the United States and Canada have cooperated extensively on efforts to combat terrorism, particularly in Afghanistan. The United States and Canada maintain the world's largest trading relationship, one that has been strengthened during the past 15 years by the approval of two multilateral free trade agreements. Although commercial disputes may not be quite as prominent now as they have been in the past, the two countries in recent years have engaged in difficult negotiations over items in several trade sectors, including natural resources, agricultural commodities, and the cultural/entertainment industry. However, these disputes affect but a small percentage of the total goods and services exchanged. Also, the United States and Canada work together closely on environmental matters, including monitoring solid waste transfers, and protecting and maintaining the quality of border waterways. Many Members of Congress monitor U.S.-Canada environmental, trade, and transborder issues that affect their states and districts. In addition, because the countries are similar in many ways, lawmakers in both countries study solutions proposed in the other to such issues as federal fiscal policy and federal-provincial power sharing. This report provides a short overview of Canada's political scene, its economic conditions, and its recent security and foreign policy, focusing particularly on issues that may be relevant to U.S. policymakers. This brief country survey is followed by several summaries of current bilateral issues in the political, trade, and environmental arenas.

One of the hotly debated policy prescriptions for states facing self-determination demands is some form of decentralized governance - including regional autonomy arrangements and federalism - which grants minority groups a degree of self-rule. Yet the track record of existing decentralized states suggests that these have widely divergent capacity to contain conflicts within their borders. Through in-depth case studies of Chechnya, Punjab and Québec, as well as a statistical cross-country analysis, this book argues that while policy, fiscal approach, and political decentralization can, indeed, be peace-preserving at times, the effects of these institutions are conditioned by traits of the societies they (are meant to) govern. Decentralization may help preserve peace in one country or in one region, but it may have just the opposite effect in a country or region with different ethnic and economic characteristics.

J.F. Bosher argues that the motivation behind all these incidents was a policy of underhanded imperial ambition on the part of France. In The Gaullist Attack on Canada, he contends that French nationalists have been at work behind the screen of harmless fraternising of international francophonie in order to stimulate French revolutionary nationalism in Quebec and elsewhere, and that the Gaullist ideology behind these attempts rests on a set of myths about past events, age-old resentment of the English-speaking nations, and a deep-rooted belief in the superiority of France, its language, and its culture. The Gaullist Attack on Canada reveals a phase of French imperialism that poses a threat to Canadian Confederation. Since the 1960s, Bosher argues, de Gaulle and his followers have conspired to stimulate Quebec separatism as part of their larger goal to revive France's role as a great power. He bases his case on the evidence of France's actions in other former French colonies, especially in Africa, as well as the writings of such leading Gaullist conspirators as Bernard Dorin, Pierre–Claude Mallen, Pierre de Menthon, and Philippe Rossillon, who have boasted about their efforts to win Quebec away from Canada for France. Bosher criticises the Canadian government for its failure to respond to, or even to recognise, the Gaullist threat. The Under–Secretary of State for External Affairs in the 1960s, Marcel Cadieux, wanted to take vigorous steps against the Gaullist mafia but was overruled by his political superiors. Bosher argues that, even now, by standing up to French aggression the government might weaken the separatist movement in Quebec, or at least turn the tide of political support for it.
