Any citizen of this State shall have the power, and it shall be the duty of all peace officers of the respective counties of this State, to stop any cattle driven or transported or being transported across said quarantine line from south to north, and impound and drive or transport said cattle back south of the said quarantine line; and all costs and expenses incurred by such citizen or peace officer incurred in impounding or driving such cattle back south of said quarantine line shall be taxed as costs against the person or corporation convicted of. Book excerpt: Excerpt from Reports on the Diseases of Cattle in the United States: Made to the Commissioner of Agriculture, With Accompanying Documents About the middle of June, 1868, a disease broke out at Cairo, Illinois, at a point where large numbers of Texas cattle bad been landed. It was thought to resemble the disease of the old Spanish cattle on the Gulf coast, and was thence called "Spanish fever" and "Texas cattle disease." This spread into Southern Illinois and other districts in connection with the grand depot at Cairo. My attention was called to the serious nature of this disease when visiting the fair of the State Agricultural Society at Springfield, Illinois, and I was induced to secure the services of Professor Gamgee, of London, England, who was at the time in this country, to make a full investigation, under the following instructions: In view of the alarming and continued ravages of the cattle disease in Illinois, known popularly as the "Spanish fever," and assumed to be communicated by cattle recently from Texas, I hereby authorize you to make investigations into its cause and character, and ascertain and report, if possible, a practicable remedy or means of prevention. In accordance with this letter, the professor visited the districts in Illinois and vicinity which were affected. In the spring of this year he visited that part of Texas on and near the Gulf coast, and, accompanied by Mr. H. W. Ravenel, of South Carolina, an accomplished botanist, examined into the conditions of food and general mode of life of the native cattle of Texas at those points whence transportation began. The observations made are embodied in the reports of Messrs, Gamgee and Ravenel accompanying. It being desirable that some observations should be made upon the effect of fungi entering the system of animals in producing alterations of the blood and other animal fluids, or general deviations from health in stock, an application was made by this Department to Brevet Brigadier General J. K. Barnes, Surgeon General United States army, that Doctors J. S. Billings and E. Curtis, assistant surgeons United States army, might be authorized to assist Professor Gamgee in his experiments upon the subject of the cryptogamic causes of disease. The Surgeon General authorized these gentlemen to enter upon that duty, and their report is appended. It is not to be presumed that this report renders further investigation needless; on the contrary, some practical points not yet reached urgently demand examination. One of these is the best mode of arresting contagion and the proper preparation for cattle before being transported north. To carry out this investigation a further appropriation is needed. Book excerpt: Excerpt from Quarantine The importance of this subject has induced the Board of Consulting Physicians not to return an im mediate answer to the application, but to take time sufficient for a deliberate and cautious survey of the facts on which their opinion is to be based. They are fully aware that great diversity of sentiment has existed and still exists, in regard to the matters ia volved in the question; and they do not expect to be able to give a reply which will be universally satisfactory. Quarantine establishments were erected at a te mote period, when the laws which regulate the dif fusion of malignant epidemics were less understood than they now are. A dread of the sweeping mor tality which these diseases bring with them, naturally led to the introduction of every possible measure supposed to be adapted to prevent their dissemina tion. The scrutinizing spirit, which of late years has been applied to the investigation of facts connected with this subject, has wrought a great change in the minds of medical men and even of the whole com munity in regard to it.1841] city document. -- No. 16. In consequence of very careful researches, some of the formidable diseases, reputed to be contagious, have been found, according to the opinions of most physicians, not to be so, such as the Yellow Fever, Cholera, Leprosy, &c.: others, whose non-contagious character is not so well settled have been discovered to be contagious only in particular localities, where an epidemic disposition existed; such as some of the forms of Typhus Fever. The facts, from which the conclusions alluded to have been derived, are too numerous to be cited here but we can refer you to documents, in which they may be found. Furthermore, we must notice that the diseases generally believed to be communicable by contact, that is by the touch, as small-pox, measles, &c., are more frequently introduced by land than by sea; and that, to oppose an effectual barrier to these diseases we must establish a cordon around the City, and wholly cut off our communication with places, where these diseases exist.
