Book excerpt: Excerpt from Quarantine Against Importation of Diseased Nursery Stock: Report (to Accompany H. R. 26987) The hearings before the committee disclosed that there is little if any objection to the bill here reported except as to section 8, which would give the Secretary of Agriculture authority to quarantine importations from any foreign country infested by any seriously injurious insect or disease which is liable to become established in the United States, and to continue such quarantine until such time as it may appear that such insect or disease has been exterminated or is under adequate control. But this section of the bill may very well be said to be its most important and necessary feature. The scientists Of the Bureau of Entomology testify that some insect pests existing in foreign countries and brought into the United States are so small they can be seen and distinguished only by micro Scopic inspection by an expert entomologist; that some plant dis eases threatening this country can not be discovered or detected by any kind Of examination of the stock as it is brought in; that these diseases are known to exist and their ravages are known in the countries from which stock is being imported; that in some cases the diseases make their appearance in this country only after the stock has been planted here and after the diseases have had time to develop; that the presence of some of these diseases has been dis covered and can be discovered only by cutting to pieces the plant or tree infested with them; and that protection against these dis eases can be given only by prohibiting importation of the kind of stock in which the diseases exist. Yet Russia's security service on the eve of the Revolution of 1905 was relatively small-scale, law-abiding, and humane, especially given the extent of social and politcal opposition the regim faced. Autocracy under Siege examines the role of the security service in the titanic struggle between the regime and those dedicated to the defeat of monarchical absolutism. From the first terrorist attempt on the life of a Russian emperor in 1866 through the seismic upheaval of 1905, Daly traces the reaction, expansion, and evolution of the security police in the face of the increased antigovernment activity that threatened the continued survival of the regime. Drawing upon a wealth of sources, including many recently declassified archival documents, Autocracy under Siege provides a detailed analysis of the personnel, institutions, and effectiveness of the imperial Russian security police. Daly further explores the interplay of regime and opposition when they confronted each other most directly in the years before the 1905 upheaval. Book excerpt: Four decades prior to World War I, coal and steel managers working in the Donbass region formed Russia's first major industrial advocacy group, the Association of Southern Coal and Steel Producers. Founded by southern industrializers who ran the country's most important coal and steel industry, the organization quickly grew to become one of the most powerful in the empire, influencing government policy from its inception in the 1870s until the Revolution of 1917. The members who made up this important group as well as their collective effort to modernize Russia are the focus of The Politics of Industrialization in Tsarist Russia. McCaffray draws from a wide array of sources to reveal the intellectual, cultural, and social underpinnings of Russia's early industrialization. Representing nearly sixty firms responsible for most of the south's coal and steel production, the middle-class men who ran tsarist Russia's coal and steel industry composed a substantial portion of Russia's technical intelligentsia. What emerges is a portrait of self-conscious modernizers, motivated in part by professional and class considerations, in part by their shared faith that modern, large-scale industry would elevate not only themselves but also their country and compatriots. McCaffray shows how the engineer-managers of the Donbass became enmeshed in the grand project of creating industrial capitalism with a Russian face, in particular, how they were involved in all aspects of the workers' welfare question in the early twentieth century. In illuminating their ultimately frustrated efforts, she sheds light on the difficulties in establishing West European-style capitalism in tsarist Russia and offers insights into the crisis and collapse of the Russian old regime. She further suggests that the economic ideas of Russia's middle class as well as other segments of Russian society made it unlikely that Russia would build a system of capitalism resembling that of the West. The Politics of Industrialization in Tsarist Russia presents for scholars of Russian and modern European history a new perspective on late imperial Russia by bringing to light a group of individuals previously unstudied. While it supports the emerging notion in recent Western scholarship that Russian elites were fragmented at the end of the Old Regime, McCaffray's analysis of the Association of Southern Coal and Steel Producers will initiate fresh discussion of the values and the cultural-economic assumptions of Russian modernizers.
