Book excerpt: The Zambezi Teak forests of western Zambia have been exploited for their timber for over 80 years. The record of this exploitation and the subsequent collapse of the timber industry provide a unique insight into problems around land use change, governance and the interaction between ecology, society and forest management in south-central Africa. A wide-ranging study, this book is as much an examination of methodology for sustainability research as it is a review of land use change, forest management and rural livelihoods. It explores the problem of scale and how using explicit considerations of scale may contribute to an integration between the life sciences and the social sciences that a holistic assessment of sustainable development problems demands. It is an adaptive learning process that continuously evaluates and adapts plans based on the results of forest management activities. Stakeholder engagement is key to developing a socially acceptable forest management plan, starting with identifying stakeholders, creating awareness, informed discussions, and monitoring to keep stakeholders accountable for their agreed responsibilities. Negotiating expectations and building consensus helps identify conflicts and integrate qualitative data to improve decision-making in multiple-use forest management.In conclusion, forest management planning is essential for sustainable forest management, contributing to the well-being of communities, the environment, and the economy. This guide provides a framework for forest management planning, guiding forest managers through the planning process stepwise and providing advice on information sources needed during the planning process. The Nature Conservancy and World Wide Fund for Nature developed the Alliance to Promote Certification and Combat Illegal Logging in Indonesia to respond to the concern about illegal logging. The Alliance is a three-year initiative that aims to: 1. Strengthen market signals to expand certification and combat illegal logging, 2. Increase supply of certified Indonesian wood products, 3. Demonstrate practical solutions to achieve certification and differentiate legal and illegal supplies, 4. Reduce financing and investment in companies engaged in destructive or illegal logging in Indonesia, 5. Share lessons learned from the project. The Alliance seeks to learn lessons from its ongoing work to inform and adapt its activities, as well as to inform other initiatives seeking to address similar problems. This report is part of this lessons learning process. This report assesses the situation in Indonesia, including a quantitative estimation of illegally produced logs, discusses the causes of illegal logging, and describes the national and international policy and trade context. Then, it considers the work undertaken by the Alliance to address illegal logging in Indonesia; it summarizes the strategy of the Alliance, describes its rationale, and assesses the assumptions underlying the rationale and the objectives. Finally, it summarizes the progress made by the Alliance towards achieving its goal, highlights the lessons that can be learnt from the work in progress, and provides recommendations for the Alliance.

This book explores how forest restoration might be carried out to increase landscape heterogeneity, improve ecological functioning and restore ecosystem services in such landscapes. It focuses on large, landscape-scale reforestation because that is the scale at which restoration is needed if many of the problems that have now developed are to be addressed. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. A number of governments have undertaken national reforestation programs in recent years; some have been more successful than others. The author reviews these to explore what type of reforestation should be used, where this should be carried out and how much should be done. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security? And, are there spatial thresholds that must be exceeded to generate economic and environmental benefits? The book also examines the policy and institutional settings needed to encourage large-scale reforestation. This includes a discussion of the place for incentives to encourage landholders to undertake particular types of reforestation and to reforest particular locations. They are typically assumed to be poor substitutes for natural forests, particularly in terms of biodiversity conservation, carbon storage, provision of clean drinking water and other non-timber goods and services. Often they are monocultures that do not appear to invite people for recreation and other direct uses. Yet as this book clearly shows, they can play a vital role in the provision of ecosystem services, when compared to agriculture and other forms of land use or when natural forests have been degraded. This is the first book to examine explicitly the non-timber goods and services provided by plantation forests, including soil, water and biodiversity conservation, as well as carbon sequestration and the provision of local livelihoods. The authors show that, if we require a higher provision of ecosystem goods and services from both temperate and tropical plantations, new approaches to their management are required. These include policies, methods for valuing the services, the practices of small landholders, landscape approaches to optimise delivery of goods and services, and technical issues about how to achieve suitable solutions at the scale of forest stands.
