Book excerpt: A comprehensive mathematical model, the Quantity-Quality Simulation (QQS) model, for calculation of urban stormwater and combined sewer overflow pollution and the means for its control is presented. The model operates in a continuous mode with a five minute time step and accounts for the unsteady runoff and overflow behavior of total drainage systems. Lumping techniques, that calculate the runoff from drainage areas, are combined with detailed flow routing through main and interceptor sewer as well as other structures such as branches, overflows, basins, pump stations, control gates, and treatment facilities. The computer program calculates the runoff in the storm or combined sewer and in the receiving waters. The program package, written in Standard Fortran IV, comprises approximately 30,000 statements. Applicability of the QQS model is demonstrated in a number of comparisons with measurements of runoff quantity and several water quality parameters made in several catchments. Short descriptions of QQS model applications are given for overflow abatement studies made for: Rochester, NY; Vancouver, BC, Canada; Toronto, Ont., Canada; Augsburg, Germany; and Munich, Germany. This is Volume I, subtitled "Model Description, Testing, and Applications" of the report, titled "Quantity-Quality Simulation (QQS) a Detailed Continuous Planning Model for Urban Runoff Control" submitted by DORSCH CONSULT LTD., Toronto, Canada, in partial fulfillment of research grant no. R-805100 under the sponsorship of the Environmental Protection Agency. Work was completed as of May 1979.

These efforts have focused mainly on eliminating or mitiga ting the effects of point sources of pollution. In many ca ses, however, it is clear that we have achieved only limited improvement in water quality, and that non-point sources of pollution are going to control any further improvement. It has long been known that urban runoff is a major non-point source, and much research has been done in an attempt to un derstand the mechanisms and processes which govern this source and to reduce or eliminate its impacts. Many urban jurisdic tions have adopted urban runoff pollution control measures, in spite of the fact that there is a great deal that we still do not know, and without really being able to quantify the benefits achieved. A major problem is that while a great deal of work is being done, both in Europe and North America, it is very difficult to keep abreast of new developments. The Urban Water Resources Research Council of the American Society of Civil Engineers has for many years had as one of its major objectives the transfer of urban runoff technology among researchers and practitioners in the field, as well as to those engineers who are not in the forefront but who nonetheless need the information on the latest developments.
