On December 1, 2000, we briefed Subcommittee staff on (1) how the Army defines and views the quality of life of deployed soldiers there and (2) the results of our assessment of quality of life at three base camps in Bosnia, Kosovo, and Macedonia. This report transmits the information we provided the staff at this briefing. We obtained this information as part of a broader review that we conducted on whether there are opportunities to improve the use of contractors that support Balkan operations and reduce the costs of that support without jeopardizing mission success. We issued our report on the broader review in September 2000. U.S. Army ground forces have been deployed to the Balkans since December 1995. For these deployed personnel, a tour of duty in this region poses a significant departure from life at their home bases in terms of living conditions and separation from family and friends. The Army has spent over $2 billion to develop camps and implement services to sustain deployed personnel. Much of what has been spent contributes to enhancing soldiers' quality of life.

Although NATO forces were able to end these conflicts and bring stability to most of the region, a brief flare-up occurred in 1998-99 in the autonomous province of Kosovo, which was part of Serbia. One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.
