The Defense Fuel Supply Center (DFSC) quality surveillance program for fuels begins after the quality assurance over the procurement of fuels is completed and continues until the fuel is provided to the end user (aircraft, generator, ship, tank, vehicle, etc.). The Defense Contract Management Command performs the procurement quality assurance function for DFSC to ensure that the fuel supplied by contractors to the Government conforms to DFSC contract requirements. The responsibility of the procurement quality assurance function is completed when a Government representative accepts fuel. The DFSC quality surveillance program begins after the fuel is accepted. The DFSC and the Military Departments manage the DFSC quality surveillance program for fuels to ensure that the fuel the Government accepts is maintained suitable for its intended use. They manage the program for as long as the fuel is in their custody at storage facilities, or until it is used.

Traditionally, this is performed through a series of chemical and physical tests. However, in some operational situations, streamlined methods to reliably evaluate fuel quality would offer distinct advantages. The Naval Research Laboratory has been engaged in a research program to explore and develop rapid automated fuel quality surveillance technologies. Chemometric modeling methodologies have been investigated as a means to derive mathematical relationships between spectroscopic measurements and measured fuel specification properties. While this is not a novel approach, the consistency and close quality control of today's production fuels render them non-ideal as calibration sets for the construction of multivariate property prediction models, and thus can limit their precision. This paper describes a practical approach to identify and predict the properties of petroleum derived fuels, as well as blends with Fischer-Tropsch synthetic and biofuels. The performance of these property models is demonstrated in an example of a hardware implementation, that is, the Navy Fuel Property Monitor (NFPM). The NFPM will rapidly estimate a range of specification fuel properties of jet and Naval distillate fuels, from a single analysis by near-infrared (NIR) spectroscopy. This technology will form the basis for control, acquisition and data analysis instrumentation for shipboard and land-based use. A further implementation of this technology will be for in-line sensing applications to provide real-time fuel grade and specification property monitoring as the fuels are moved through supply pipelines.

Available in PDF, EPUB and Kindle. Book excerpt: DoD uses about 200 million barrels of petroleum fuels a year, at annual cost of more than $6 billion. To make sure the various fuels are suitable for their intended uses, standards of quality have been established. But data about quality are not always current or in a form that lends itself readily to analysis. We find that a suitable DoD-wide system for collecting and analyzing data about fuel quality is possible. Much of the work would be done by computers now used by the Military Departments and Defense Fuel Supply Center (DFSC) for bulk fuels purchased and kept in dormant storage. These are most subject to degradation and contamination by water and impurities. The system would be expanded to include quality control data for all bulk petroleum purchases. We also recommend collecting data using decentralized microcomputers; transferring data to a DFSC minicomputer for storage, retrieval, and report generation; and moving data to a computer mainframe when statistical analysis is needed. The task of entering data should be delegated to the petroleum quality organizations of the various Departments, by product type: JP4 for the Air Force, JP5 and F76 for the Navy, and ground fuels for the Army. Different ways of adulterating automotive fuels are analyzed, as are the procedures for their detection. Several analytical methods for monitoring quality and detecting adulteration have been addressed in the literature, emphasizing the determination of properties such as density, distillation curve, octane rating, vapor pressure, etc., by means of physicochemical methods and chromatographic and spectrographic techniques, to the detriment of colorimetric methods. This chapter looks at colorimetric techniques designed for quality monitoring and the detection of adulteration in fuels, especially simple, quick, low-cost procedures with potential to be used in the field.
