Book excerpt: Abstract: The authors report on a survey of primary public and private schools in rural Pakistan with a focus on student achievement as measured through test scores. Absolute learning is low compared with curricular standards and international norms. Tested at the end of the third grade, a bare majority had mastered the K-I mathematics curriculum and 31 percent could correctly form a sentence with the word "school" in the vernacular (Urdu). As in high-income countries, bivariate comparisons show that higher learning is associated with household wealth and parental literacy. In sharp contrast to high-income countries, these gaps decrease dramatically in a multivariate regression once differences between children in the same school are looked at. Consequently, the largest gaps are between schools. The gap in English test scores between government and private schools, for instance, is 12 times the gap between children from rich and poor families. To contextualize these results within a broader South Asian context, the authors use data from public schools in the state of Uttar Pradesh in India. Levels of learning and the structure of the educational gaps are similar in the two samples. As in Pakistan, absolute learning is low and the largest gaps are between schools: the gap between good and bad government schools, for instance, is 5 times the gap between children with literate and illiterate mothers.

In Bhutan this is especially a concern for the population scattered across the extreme mountainous terrain of the country. Difficult access and spatial isolation leads to an unequal distribution of the quality services in Bhutan. It is also an issue for children in urban communities despite the easy access to schools. Poverty and disability hold children back from enrolling in and completing school. Hence, the education resilience in these vulnerable communities can differ accordingly even despite the fact that the government provides free basic education in Bhutan. We define resilience as the ability of students, education institutions, and communities to achieve positive education outcomes in spite of adversities, such as the marginalization, isolation and poverty that exist in pockets in Bhutan. This report presents the results of our pilot study. We consulted with education policy makers and implementers at the national level, and communities, parents and children themselves at the local level, to conduct an in-depth analysis of the risks and the assets (strengths, opportunities and resources), that exist in schools, homes and in communities. Accordingly, recommendations are also made in this report with a view towards filling the gaps and enhancing the relevance of education policies and programs based on the evidence collected from the field during the study.

They need to adopt several measures, for instance, concerning academic guidance and supervision, preparation of quality teaching-learning material, adoption of progressive modes of evaluating students' performance, training of teachers, principals and other personnel, and evaluation of the performance of schools affiliated to them. In addition, revolutionary advancements in communications technology have broken the national boundaries. As a consequence, globalization has created several avenues and possibilities for educational sector. Therefore, there is exigency to see how Boards of Secondary Education are prepared for facing these challenges. The Boards must think constantly about the ways and means to absorb the changes. Every cohort has seen an increasing share of children going to school and the education system now strains to keep up with the speed with which enrolment has expanded over the last ten years, in-line with Bhutan's commitment to meet the education Millennium Development Goals (MDGs). This report is structured as follows: section two presents the background and context of Bhutan's education system; section three discusses previous theoretical and empirical literature on education quality; section four describes the sampling design methodology, the sample and empirical methodology used in this study; section five presents findings on students' actual knowledge in three subjects and their corresponding scaled scores; section six presents the results of multivariate regression analysis for estimating school, teacher and child related correlates of learning outcomes; section seven profiles teachers in grades two and four and the education process; and section eight concludes with brief summary, discussion of policy implications, and recommendation for future research.
