(WMH), that implements the requirements of the Project Hanford Management Contract (PHMC), HNF-MP-599, Project Hanford Quality Assurance Program Description (QAPD) document, and the Hanford Federal Facility Agreement with Consent Order (Tri-Party Agreement), Sections 6.5 and 7.8. WHM is responsible for the treatment, storage, and disposal of liquid and solid wastes generated at the Hanford Site as well as those wastes received from other US Department of Energy (DOE) and non-DOE sites. WMH operations include the Low-Level Burial Grounds, Central Waste Complex (a mixed-waste storage complex), a nonradioactive dangerous waste storage facility, the Transuranic Storage Facility, T Plant, Waste Receiving and Processing Facility, 200 Area Liquid Effluent Facility, 200 Area Treated Effluent Disposal Facility, the Liquid Effluent Retention Facility, the 242-A Evaporator, 300 Area Treatment Effluent Disposal Facility, the 340 Facility (a radioactive liquid waste handling facility), 222-S Laboratory, the Waste Sampling and Characterization Facility, and the Hanford TRU Waste Program.

Purpose of Project W058, Replacement Cross-Site Transfer System, is to replace the existing cross-site transfer system for transferring waste (via pipeline) in support of the Hanford Site clean-up mission. The transfers will be made from 200 East and 200 West tank farms to treatment, storage, and disposal facilities in the 200 East Area. The new system will consist of a pipe-in-pipe connecting the 241-SY A and B valve pits in the 200 West Area with the 244-A Lift Station in the 200 East Area. The work to be accomplished by W-058 and covered by this QAPP includes diversion box, vent station, piping, booster pump, backup flush system, power lines.

This QAPP is responsive to the Westinghouse Hanford Company Quality Assurance Program and Implementation Plan, WHC-SP-1131, for 10 CFR 830.120, Nuclear Safety Management, Quality Assurance Requirements; and DOE Order 5700.6C, Quality Assurance. This QAPP supersedes PNNL PNL-MA-70 QAP Quality Assurance Plan No. WTC-050 Rev. 2, issue date May 3, 1996. This QAPP has been developed specifically for the BCCP. It applies to those items and tasks which affect the completion of activities identified in the work breakdown structure of the Project Management Plan (PMP). These activities include all aspects of decontaminating B-Cell and project related operations within the 324 Building as it relates to the specific activities of this project. General facility activities (i.e. 324 Building Operations) are covered in the Building 324 QAPP. In addition, this QAPP supports the related quality assurance activities addressed in CM-2-14, Hazardous Material Packaging and Shipping, and HSRCM-1, Hanford Site Radiological Control Manual, The 324 Building is currently transitioning from being a Pacific Northwest National Laboratory (PNNL) managed facility to a B and W Hanford Company (BWHC) managed facility. During this transition process existing, PNNL procedures and documents will be utilized until replaced by BWHC procedures and documents. These documents conform to the requirements found in PNL-MA-70, Quality Assurance Manual and PNL-MA-8 1, Hazardous Materials Shipping Manual. The Quality Assurance Program Index (QAPI) contained in Table 1 provides a matrix which shows how project activities relate to 10 CFR 83 0.120 and 5700.6C criteria. Quality Assurance program requirements will be addressed separate from the requirements specified in this document. Other Hanford Site organizations/companies may be utilized in support of this project and the subject organizations are to implement applicable Quality Assurance requirements consistent with this QAPP.

The UFP-QS was developed to consistently implement the quality system requirements of ANSI/ASQ EA, Quality Systems for Environmental Data and Technology Programs - Requirements with guidance for use, Section 5 (Part A). Similarly, this UFP-QAPP Manual has been developed to consistently implement the project-specific requirements in Section 6 of that standard (ANSI/ASQ E4). This Manual requires that QAPP be approved for all environmental data collection projects. The QAPP will integrate technical and quality control aspects of a project throughout its life cycle, including planning, implementation, assessment, and corrective actions. The QAPP will present the steps that will be taken to ensure that environmental data collected are of the correct type and quality required for specific decision or use. It will present an organized and systematic description of the ways in which quality assurance (QA) and quality control (QC) will be applied to the collection and use of environmental data.

Book excerpt: The WMG QAP is an integral part of a management system designed to ensure that WMG activities are planned, performed, documented, and verified in a manner that assures a quality product. A quality product is one that meets all waste acceptance criteria, conforms to all permit and regulatory requirements, and is accepted at the offsite treatment, storage, and disposal facility. In addition to internal processes, this QA Plan identifies WMG processes providing oversight and assurance to line management that waste is managed according to all federal, state, and local requirements for waste generator areas. A variety of quality assurance activities are integral to managing waste. These QA functions have been identified in the relevant procedures and in subsequent sections of this plan. The WMG QAP defines the requirements of the WMG quality assurance program. These requirements are derived from Department of Energy (DOE) Order 414.1C, Quality Assurance, Contractor Requirements Document, the LBNL Operating and Assurance Program Plan (OAP), and other applicable environmental compliance documents. The QAP and all associated WMG policies and procedures are periodically reviewed and revised, as necessary, to implement corrective actions, and to reflect changes that have occurred in regulations, requirements, or practices as a result of feedback on work performed or lessons learned from other organizations. The provisions of this QAP and its implementing documents apply to quality-affecting activities performed by the WMG; WMG personnel, contractors, and vendors; and personnel from other associated LBNL organizations, except where such contractors, vendors, or organizations are governed by their own WMG-approved QA programs.

It is recommended that the individual worksheets included in this Workbook be taken to the project scoping and planning sessions. The use of the worksheets will aid in identifying the critical project information that will ensure that the right type, quality, and quantity of data are collected to meet all of the project's quality objectives. Though the format of each worksheet is not mandatory, the information required on the worksheets must still be presented in the QAPP, as appropriate to the project. In addition, QAPP preparers are encouraged to develop additional tables, as appropriate to the project.
