Book excerpt: It is national policy to develop a strategic petroleum reserve of up to one billion barrels of crude oil and refined petroleum products to lessen U.S. vulnerability to the effects of a severe petroleum supply interruption. A four-task program was undertaken to assist in ensuring that products being considered for long-term storage would remain of a quality immediately usable and to identify likely quality assurance procedures. This report summarizes the results of this work. The first task reviewed and assessed the state-of-the-art in crude and petroleum product storage. The second task investigated the effect of storage on the quality of finished products. The third task developed a DOE/SPRO computer-based search capability for crude oil characterization data. The fourth and final program task consisted of an overall assessment of long-term fuel storage, including recommendations for product specifications intended for storage, and test methodology for monitoring selecting product quality. The importance of product analysis, significance of sampling and testing, precision limits, repeatability and reproducibility of various test methods, use of online QMIs (quality measuring instruments), system in place for effective quality control, laboratory referee method, conflict resolution in quality assurance, cost of poor quality, et cetera are dealt with in this chapter. Wherever needed, case studies pertaining to quality control and product testing have been inserted to enlighten readers. There are instances of near litigation between customers and suppliers arising from poor understanding of test procedures.
