Book excerpt: This Selected Issues paper analyzes the conditions under which Italian banks can earn sufficient profits to grow out of their asset quality problems, rebuild capital buffers, and finance the real economy. A bottom-up analysis of the 15 largest Italian banks suggests that restoring sustainable profitability depends heavily on the growth outlook. Many banks are expected to become more profitable as the economy recovers, but their capacity to lend depends on the size of their capital buffers. However, a number of smaller banks face substantial profitability pressures, highlighting the need to reduce the large stock of nonperforming loans and for further cost cutting and efficiency gains.

Book excerpt: The international literature on non-standard employment has mostly focussed on its impact on employment, and more recently on working and living conditions. This volume explores these issues with special reference to Italy. Italy is characterized by very low participation rates (particularly women’s), a high degree of fragmentation of labour contracts and a very intense non-standard work diffusion that make this context a particularly interesting case for analysis. New elements of discussion are provided with reference to the interaction of non-standard work, employment probability and living conditions. Interesting insights on the impact of non-standard work on the transition to stable employment and workers’ careers emerge, suggesting a possible failure of companies’ internal systems of work evaluation. The effects on labour productivity and on companies’ performance are analysed. Within this framework, a new perspective on quality of work is suggested.

During recent decades women's labour market participation has increased drastically. However women's labour supply still falls short of that of men. And of those women who are active in the labour market many hold - often small - part time jobs. The major explanatory factor brought forward in different studies for women's relatively low labour supply is women's tasks and responsibilities for the care for children. So, childcare is often considered an instrument to reconcile labour market and parental duties, not just for women but also for men. However, childcare can be organized in many different ways. In this book the authors discuss different forms of childcare and their relation to women's labour supply. Under which conditions and to what degree does childcare help mothers to combine a career in the labour market and a career as a parent? Which factors make mothers decide on caring themselves for their young children or opting for some kind of childcare by others? In different circumstances parents may prefer either formal or informal care. Formal care may also be included into labour negotiations. Should employers and unions be responsible for childcare arrangements? Or are the arguments in favour of the equal opportunities point of view that child care should not be limited to workers only, but is just as essential to society as e.g. general education or national defence, and thereby a core task of the government? The answers to these and other related questions enlarge our insights with respect to the question how to organize childcare in such a way that both women and men may realize a harmonious reconciliation of labour and care tasks with respect to children.

A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.
