Book excerpt: A central claim of this volume is that public policy in education and training can only be properly understood if it is seen in relation to prevailing economic and employment conditions. It has become increaslingly apparent that the neo-liberal economic policies pursued by Western governments during the 1980s and 1990s have led to a growing world-wide 'work crisis'. Unemployment levels, particularly in Europe, remain persistently high, and for those in employment, job insecurity and long working hours have become the norm. The response of UK governments has been to promote 'flexibility' in employment practices while proclaiming the importance of improving skill levels through education and training. This volume challenges the adequacy of such an approach, and asks whether reliance on education and training reforms without additional political intervention in economic processes is capable of reversing current trends. Issues covered in this reader include: * the impact of globalization on employment trends * neo-liberal and neo-Keynesian approaches to employment policy * political reforms in education and training institutions * the impact of flexibilization on private life and the family. Further, low skill levels among youth are believed to be slowing the adoption of more effective kinds of work organizations. Since the mid-i 970's, the British government has introduced a number of programs for young people, many of which are designed to help ease the transition from school to work, some of which involve youth in work-based learning. This background paper discusses three types of initiatives, comprising eight major programs introduced in the U.K. over the last 30 years: 1. Implementation of youth training programs (Youth Opportunities Program, New Training Initiative, Youth Training Scheme, Youth Training Program, Youth Credits, Modem Apprenticeships); 2. Efforts to increase the vocational content of what is taught in the classroom (the Technical and Vocational Education Initiative); and 3. These young men, whose cultures of machismo, manualism and anti-mentalism previously served to prepare them for the manual labour market, are increasingly the careerless, the jobless and the folk-devils of the modern, post-industrial society. In research, they have received considerable attention, though more for their capacity to be spectacular, deviant and bizarre than through the deep anxieties and despondency about the future experienced by many. Howard Williamson contends that the development of effective youth policy depends essentially upon a synthesis of political priorities, professional agendas and young people’s perspectives and responses. While not quite an ‘underclass’, many suffer from a ‘tangle of pathologies’ which obstructs the possibility of them finding a way back into mainstream economic, housing and relationship transitions.

Book excerpt: This report examines the human resources development and training dimensions of the gradual, but inexorable, shift towards knowledge-, skill-, and service-based economies and societies, and the stupendous growth of the information and communications technology sectors. It offers the following four conclusions: (1) all countries will feel the impact of these changes; (2) older, more mature economies with skilled workers may resist change and suffer from a mismatch between skills and needs, and so need to stress education and training and make them more widely available in order to maintain employability and productivity over a lifetime; (3) in developing countries, more workers need to be educated so that they are not forced into unemployment, and young workers are most likely to benefit from training programs undertaken in a well-established institutional context; and (4) in all countries, major structural reforms are needed to adapt training continuously to the changing nature and dynamics of labor markets and to improve access to training for everybody throughout life. The report raises points for discussion of the role of human resources development in all types of economies.--Publisher's description.
