In an effort to expand the dialogue to other democracies with a strategic stake, scholars from the Philippines and Indonesia were also included. The day-and-a-half Quad Plus Dialogue revolved around several papers prepared by select participants, discussants assigned to critique the papers, and roundtable discussion. The papers, as revised, follow in this volume. The plan of the partner organisations is to continue the dialogue indefinitely on an annual basis and rotate the plus role among other democratic stakeholders in the region. Book excerpt: In recent years, the descriptive term ‘Indo-Pacific’ has entered the geo-strategic lexicon as a substitute for the more established expression ‘Asia-Pacific’. Defined as an integrated strategic system that best captures the shift in power and influence from the West to the East, the concept has dominated strategic debates and discussions, gaining rapidly in currency and acceptance. Popular though the term has become, its strategic context and underlying logic are still sharply contested. While proponents of the ‘Indo-Pacific’ advance compelling arguments in its favour, the debate over whether it is a valid construct, is not quite settled. Consequently, it is yet to gain full acceptance among regional analysts and policy makers who appear unsure about embracing the idea without any qualifying caveats. Even so, the Indo-Pacific has emerged as a significant strategic space and a theatre of great-power competition. From a maritime security perspective, its importance as a geo-economic hub is accentuated by the growing presence of non-traditional threats. Piracy, terrorism, gun running, illegal fishing, trafficking, global warming and natural disasters represent challenges to maritime security that are inherently transnational in nature – where dynamics in one part of the system influence events in another, necessitating coordinated security operations by maritime forces and strategic relationships between stakeholder states. Papers put together in this book seek to appraise the Indo-Pacific, by examining the concept holistically, deciphering the trends that impact maritime security in the region and identifying its emerging patterns. Apart from examining the inherent logic underpinning the concept, these provide perspectives on security in the Indo-Pacific region, evaluate the strategic implications of competition, conflict and instability in the region, and bring out the operational implications of using a frame of reference that combines two contiguous albeit disparate maritime theatres.

There is no unanimity of views on the definition of the emerging concept of Indo-Pacific. Yet, Indo-Pacific region as a new geopolitical concept appears to have come to stay. Three major developments have taken place in recent years leading to emergence of the concept of `Indo-Pacific` that does not replace but subsumes the geopolitical construct, hitherto known as the `Asia-Pacific`. The newest development, of course, is the rise of India as an economic powerhouse and influential political actor in world affairs, particularly in Asian affairs. Second most important development is China`s assertive foreign policy and use of military strength to assert its sovereignty on disputed islands in the South China Sea. The third important development is erosion of self-confidence of Association of Southeast Asian Nations (ASEAN) that used to display its image as a triumphant political grouping in a region, despite diversity in terms of political system, economic philosophy, religious beliefs and socio-cultural traditions. The present book is a by-product of two days of intense deliberations among large number of scholars on various issues and challenges faced by the countries of the Indo-Pacific region. The book includes the perspectives of major powers in the Indo-Pacific, analyses critical regional security issues, such as sovereignty issues in South China Sea, the rise of QUAD, role of soft power, challenges to ASEAN centrality and regionalism, and examines the non-traditional security threats, such as terrorism, nuclear proliferation, environmental degradation, drugs trafficking and health hazards.

Engaging the mainstream theoretical debates in international relations, the author introduces a new theoretical framework—institutional realism—to explain the institutionalization of world politics in the Asia-Pacific after the cold war. Institutional realism suggests that deepening economic interdependence creates a condition under which states are more likely to conduct a new balancing strategy—institutional balancing, i.e., countering pressures or threats through initiating, utilizing, and dominating multilateral institutions—to pursue security under anarchy. To test the validity of institutional realism, Kai He examines the foreign policies of the U.S., Japan, the ASEAN states, and China toward four major multilateral institutions, Asia-Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), ASEAN Plus Three (APT), and East Asian Summit (EAS). Challenging the popular pessimistic view regarding China’s rise, the book concludes that economic interdependence and structural constraints may well soften the "dragon’s teeth." China’s rise does not mean a dark future for the region. They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status.
