From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram. Book excerpt: This was first published in 2000: This work is founded on the premise that many analyses of economic restructuring and of gender relations fail to recognize two things. First, the situation facing women is different from that of the 1960s when the conceptual apparatuses for analyzing "women and work" were created. Labour markets are dominated by flexible, non-standard work, precarious contractual relations and income disparities. Therefore, it is difficult to structure political claims or analysis around the notion that there is a single labour market, that the primary problem is discrimination or inappropriate training, and that political strategies should focus on discrimination and non-traditional employment. Rather, new challenges require new solutions. The second point of departure is that is is impossible to understand either contemporary labour markets, or the roots of employment and other public policies without locating them vis a vis patterns of gender inequalities generated by and in these labour markets. The labour force has been feminized to such an extent that new, and often unequal gender relations are crucial to their very functioning.

Book excerpt: Once the State-run Salon in Paris closed, an array of independent Salons mushroomed starting with the French Artists Salon and Women’s Salon in 1881 followed by the Independent Artists’ Salon, National Salon of Fine Arts and Autumn Salon. Offering an unparalleled choice of art identities and alliances, together with undreamed-of opportunities for sales, commissions, prizes and art criticism, these great Salons guaranteed the centripetal and centrifugal power of Paris as the “modern art centre”. Lured by the prospect of being exhibited annually in Salons the size of Biennales today, a huge number and national diversity of artists, from the Australian Rupert Bunny to the Spaniards Pablo Picasso and Juan Gris, flocked to Paris. Yet by no means were these Salons equal in power, nor did they work consensually to forge this “modern art centre”. Formed on the basis of their different cultural politics, constantly they rivalled one another for State acquisitions and commissions, exhibition places and spaces, awards, and every other means of enhancing their legitimacy. By no means were the avant-garde salons those that most succeeded. Instead, as this culturo-political history demonstrates, the French Artists’ and National Fine Art Salons were the most successful, with the genderist French Artists' Salon being the most powerful and “official”. Despite the renown today of Neo-Impressionism, Art Nouveau, Fauvism, Cubism and Orphism, the most powerful artists in this “modern art centre” were not Sonia Delaunay, Émile Gallé, Paul Signac, Henri Matisse or even Picasso but such Academicians as Léon Bonnat, William Bouguereau, Fernand Cormon, Edouard Detaille, Gabriel Ferrier, Jean-Paul Laurens, Luc-Oliver Merson and Aimé Morot, who exhibited at the “official” Salon supported by the machinery of the State. In its exposure of the rivalry, conflict and struggle between the Salons and their artists, this is an unprecedented history of dissension. It also exposes how, just below the welcoming internationalist veneer of this “modern art centre”, intense persecutionist paranoia lay festering. Whenever France’s “civilizing mission” seemed culturally, commercially or colonially threatened, it erupted in waves of nationalist xenophobia turning artistic rivalry into bitter enmity. In exposing how rivals became transmuted into conspirators, ultimately this book reveals a paradox resonant in histories that celebrate the international triumph of French modern art: that this magnetic “centre”, which began by welcoming international modernists, ended by attacking them for undermining its cultural supremacy, contaminating its “civilizing mission” and politically persecuting the very modernist culture for which it has received historical renown.

Book excerpt: The revised Swiss Spatial Planning Law, which came into effect in 2014, and the minimum strategy of ‘inward development before outward development’ obligate municipalities to direct their spatial development to ward existing, largely built-up spaces, and to coordinate building zone dimensioning across municipal boundaries. For many small- and medium-sized municipalities in Switzerland, this means changing thought patterns with regard to spatial planning practice. A major element of inward development is the constructional densification of existing settlement areas. However, especially in small- and medium-sized municipalities, densification is confronted with numerous problems, such as insufficient acceptance of dense building typologies, mobilisation obstacles for reserves secured under building law, and the lack of thought patterns concerning inward development. This is where the research in this volume sets in, leading to the hypothesis that inward development in the main settlement areas of Switzerland is possible, but that the existing formal instruments of spatial planning themselves are insufficient for this purpose. An estimation of the reserves in the Swiss Plateau shows that there is a theoretical capacity for accommodating around 0.5–1 million additional inhabitants there is without having to adjust the formal instruments. Around two-thirds of all reserves are located in smalland medium-sized municipalities with fewer than 10,000 inhabitants, which, moreover, make up 93% of all administrative units of the Swiss Plateau. In addition, it is estimated that half of the floor area reserves lie on already built-up, though underused, plots. In the main settlement area of Switzerland, a systematic ‘density eschewal’ is taking place in small- and medium-sized municipalities. In order to help inward development achieve a breakthrough in the main settlement area in Switzerland, informal procedures are needed in these municipal categories that result in a revision of local planning. In doing so, informal procedures should not negate the specific organisational form of small- and medium-sized municipalities, namely, the militia system of governance, but should rather adapt to this principle. An ‘inward development compass’ brings together the knowledge existing in the militia system of governance, forming the informal prelude to the ‘local planning revision of the third generation’ in small- and medium-sized municipalities. The inception of the revised spatial planning law and its stipulations on inward development and densification confronts the three large-scale areas of Switzerland with different challenges. Yet driven by changes in the fields of demographics, energy, and finances, the initial problems will manifest themselves most clearly in the Swiss Plateau. If the required transformation process is to succeed, a more pronounced orientation of policy and spatial planning towards the initial problems in small- and medium-sized municipalities is necessary.
