At the same time, war's fragile moral potential is acknowledged and its causes sought. The argument is conducted from a traditional just war standpoint which balances rules or principles against the moral capacities and dispositions of belligerents and the particular circumstances in which they act. In this enlarged second edition, a new introduction addresses the common criticism that traditional just war theory is incoherent, outmoded, and in need of radical revision. Many of the problems attributed to the tradition by 'revisionists' are seen to derive from a distortion and oversimplification of the historical tradition. A fuller and more accurate understanding of that tradition can mitigate, or even resolve, these problems. It can also help to fill the gaps left in the ethical agenda of war by analytic ethics. Part I compares the conception of just war with realism, militarism and pacifism. Part II examines the principles of just recourse and just conduct with the aid of real life examples. In the Just War and strategic studies traditions, assumptions about victory also underpin decisions to go to war but become more problematic in discussions about its conduct and conclusion. So although winning is typically considered the very object of war, we lack a clear understanding of victory itself. Likewise, we lack reliable resources for discerning a just from an unjust victory, for balancing the duty to fight ethically with the obligation to win, and for assessing the significance of changing ways of war for moral judgment. In response to external conflict, state leaders raised armies and defended borders. The centralization of power, the development of bureaucracies, and the integration of economies all maximized revenue to support war. But how does a persistent external threat affect the development of a strong state? The “Garrison State” hypothesis argues that states that face a severe security threat will become autocracies. Conversely, the “Extraction School,” argues that warfare indirectly promotes the development of democratic institutions. Execution of large-scale war requires the mobilization of resources and usually reluctant populations. In most cases, leaders must extend economic or political rights in exchange for resolving the crisis. Large-scale warfare thus expands political participation in the long run. The authors use empirical statistical modeling to show that war decreases rights in the short term, but the longer and bigger a war gets, the rights of the citizenry expand with the conflict. The authors test this argument through historical case studies—Imperial Russia, Austro-Hungarian Dual Monarchy, African Americans in World War I and II, and the Tirailleurs Senegalese in World War I—through the use of large-N statistical studies—Europe 1900–50 and Global 1893–2011—and survey data. The results identify when, where, and how war can lead to the expansion of political rights.
