Isabel Davis Higbee led the fight for a reformatory for women, a place with "fresh air, God's glorious sunshine, and as much freedom as is consistent with discipline." Isabel's dramatic death at the state legislature was the catalyst that created the women's reformatory at Shakopee, "one of the most unique correctional facilities in the country."
