Book excerpt: Public Works Programs (PWPs) are widely implemented throughout Asia, Latin America, and Africa, often with funding from major international donor agencies. They are perceived to present a "win-win" policy option, providing employment to the chronically poor while also creating assets for the state, and in this way offering a welfare transfer which is also a tangible economic investment. The prevailing view among donors and government agencies with responsibility for social protection is that PWPs are preferable to other measures designed to assist unemployed people living in chronic poverty. But is this view correct? This book critically explores the concept of the PWP and investigates its social protection performance in the context of chronic poverty. It reviews over 200 PWPs in eastern and southern Africa using original research drawn from extensive field analysis, interviews, and survey work. It also examines case studies of six international PWPs in India, Argentina, Ireland, Ethiopia, Indonesia, and the United States. Anna Gabriele McCord explores the function and limitations of PWPs and outlines major program choice and design issues. She draws lessons from the international context and challenges the assumptions underlying these policy preferences, thus opening the way for more informed and appropriate policy selection. The book makes a case for reconsidering the function of PWPs in the current social protection discourse and argues that the current approach may not look so attractive from the beneficiary perspective.

In these circumstances, people depend on other means of protection and cushioning against risks and vulnerabilities including different forms of collective self-organizing providing alternative forms of social protection. These informal, bottom-up forms of social protection are at a nascent stage of social protection discussions and little is known about the extent or models of these informal mechanisms. This book seeks to fill this gap by focusing on three important sectors of informal work, namely: transport, construction, and micro-trade in Kenya and Tanzania. It explores how the global social protection agenda interacts with informal contexts and how it fits with the actual realities of the informal workers. Consequently, the authors examine and compare the social protection models conceptualized and implemented 'from above' by the public authorities in Tanzania and Kenya with social protection mechanisms 'from below' by the informal workers own collective associations. The book will be of interest to academics in International Development Studies, Political Economy, and African Studies, as well as development practitioners and policy communities.

With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

Book excerpt: "This paper explores the socio-economic identity of Public Works Programme (PWP) participants in two programmes in South Africa, in order to establish the incidence of PWP participation, a question which is central to assessing the social protection impact of PWPs, but which is frequently omitted from programme analysis, particularly in sub-Saharan Africa. The paper focuses on an analysis of the demographic and socio-economic characteristics of PWP participants. As in many PWPs, no baseline data on participants in these programme were collected. Therefore, it is not possible to ascertain a priori who the beneficiaries of the programmes are, a situation which fundamentally challenges any attempt to or to assess incidence or the social protection impact of such an intervention. The research interrogates the assumption that the 'less eligibility criteria' central to the design of PWPs (the work requirement and low wages) will lead to participation of the poorest, thereby reducing the likelihood of inclusion errors, attempting first to ascertain who the participants in the programmes are. The question is explored using survey data gathered in 2003 on two case study PWPs implemented simultaneously in South Africa, which adopt different design and targeting approaches. Programme incidence is then considered in relationship to targeting and programme objectives, and the conclusion drawn that in order for PWPs to reach the poorest in a given community, reliance on self targeting through the work requirement and a low wage is not adequate, and explicit targeting measures are needed during participant selection"--Publisher description.

Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
