Abstract: Abstract of dissertation entitled Public Transport Safety in Hong Kong submitted by Cheng Sing Yip for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 Despite the recent expansion in railway infrastructure, Hong Kong still relies heavily on the road-based public transport in which the franchised bus carries more than half of total public transport journey. Safety is always an important consideration in the operation of public transport. With the increasing trend of public bus accidents and related casualty, it signals the necessity and urgency for a systematic study of the bus safety improvement measures, with particular reference to the operating environment in Hong Kong. The study aims to obtain the public's opinion of service and safety of the franchised buses, with a particular focus on the users' perception in evaluating the service and safety performance, as well as their expectation on the safety improvement measures required. A review on the current safety measures being taken by the franchised bus companies was carried out. In the survey, a total of 896 questionnaires were completed. Respondents perceived the frequent location of accident on the bus vehicles is on the stairs and the door while the intended improvement area is on the seat and stairs. And they are willing to pay not more than 3 % on the fare to improve the safety services as provided by the franchised bus companies. A general conclusion supported by this study is that the safety improvement on franchised bus should not only fall on the franchised bus companies and Hong Kong SAR Government, the passengers as the users of public transport should also contribute both the financial and cooperation to achieve better safety performance. ii DOI: 10.5353/th_b3013016 Subjects: Bus lines - China - Hong Kong - Safety measures Bus lines - China - Hong Kong - Public opinion

Abstract: Abstract of dissertation entitled Discovering the Characteristics of Public Bus Accidents in Hong Kong - A Data Mining Approach Submitted by Ng Che On for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 In Hong Kong, nine out of 10 commuter trips are made on public transport every day. Moreover, as far as road-based modes of public transport are concerned, public buses have remained the most frequently used mode of public transport with an annual patronage more than the aggregate ridership of the second and third most frequently used road-based modes of public transport, namely the public light buses and taxis. In light of such heavy reliance on public bus services, the road safety performance of public buses warrants a closer look. In order to evaluate the road safety performance of public buses, an analysis of the characteristics of public bus accidents in Hong Kong is conducted. Methodologies in data mining will be engaged for this purpose because data mining has the capability to reveal the patterns within the data that are not readily visible. As primitive raw data are ultimately turned into profound knowledge, a better understanding of the characteristics of public bus accidents in Hong Kong can be achieved through data mining. From the analysis, it is concluded that the longer the reaction time taken by a public bus driver to respond to certain road traffic conditions, the more serious the public bus accident will be, because older public bus drivers are found to be more likely to result in fatal or serious road traffic accidents. On the other hand, the analysis of the inter-relationship between the age of public bus drivers and aggressiveness in driving behaviour is not conclusive. It appears that not only young public bus drivers but also old public bus drivers display imprudent driving behaviour and that both groups of public bus drivers will almost equally likely result in fatal or serious road traffic accidents. The link between deprivation of a district in Hong Kong and the public bus-pedestrian road traffic accidents occurring within that district is also analyzed but the assumption that public bus-pedestrian road traffic accidents will more likely happen in more deprived districts cannot be validated. Instead, it seems to be the district's employment activities that are found to be related to the likelihood of public bus-pedestrian road traffic accidents. After the characteristics of the public bus accidents in Hong Kong are discovered, road safety recommendations to both the public bus companies and the Government in Hong Kong are proposed in order to prevent recurrence of public bus accidents. As a strategic move, it is recommended that a public bus safety management process should be established in order to draw the maximum amount of benefits out of various road safety improvement measures. Abstract: Abstract of dissertation entitled "Towards Safe and Environmentally Sustainable Public Light Bus Services in Hong Kong" submitted by Wong Ho Yan, Doris for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 Over 1.7 million daily passenger journeys are travelled by public light buses (PLBs) in Hong Kong nowadays. Having stringent competitions with well developed railway systems and wide penetrated franchised bus services, PLBs still captured the third largest market share of about 15% in the public transport system. The existing policy framework on PLBs is spelt out in the transport policy paper st "Moving into the 21 Century" published in 1990. In the planning of public transport services, it has been and it remains the Government''s policy to use mass carriers to meet passenger demand. PLBs perform a supplementary function in providing connecting services to railway stations and public transport interchanges; serving areas where patronage is not high enough for provision of services by mass carriers and geographically difficult for bus to manage. The aggressive driving behaviour of PLB drivers risking the safety of road users in an effort to maximize their income has been with us for the past 36 years. Statistical analyses do prove that PLBs have the highest accident and casualty rates among all vehicle classes. Although the Government had implemented a comprehensive package of measures including legislation and enforcement, application of new technology and education and publicity to improve the safety of PLB operation, it was only mildly effective in combating inappropriate driving behaviour of PLB drivers. To have an immediate deterrent effect, the Government should take stringent enforcement actions and increase the penalties heavily. The force of law should be employed to prohibit the said socially undesirable behaviour in public''s interest. The most effective long term measure in enhancing PLB safety is to instill in drivers a correct driving attitude through continuous education and publicity. On the other hand, the Government''s policy of encouraging conversion of RMBs into GMBs operation will definitely help improving the safety of PLB operation. The "Light Bus Using Cleaner Fuel Scheme" implemented by the Government as an incentive based instrument to encourage replacement of diesel PLBs by LPG models in August 2002 is considered as successful. As at end 2004, the administration has received over 2,200 applications. This represents 50% of the entire diesel PLB fleet have been, or will be replaced by new PLBs using LPG fuel system. To provide environmentally sustainable PLB services to the citizens, the Government should introduce incentive scheme on replacing Euro II diesel PLBs by Euro IV models, conduct feasibility study on Compressed Natural Gas PLBs and further improve the network of LPG stations and vehicle workshops. To make Hong Kong an ideal home for us as well as our future generations, the PLB drivers, operators and the Government should make strong commitments together to provide safe and environmentally sustainable PLB services to Hong Kong - a place where we and our children born and build on our ideal home. Book excerpt: Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.
