Abstract: Abstract of thesis entitled Application of the Hub Concept to Urban Public Transport in Hong Kong: A Case Study of North Point submitted by TAN Tony for the degree of Master of Arts in Transport Policy & Planning at the University of Hong Kong in June, 2006 Just building new roads and infrastructures may not be a sustainable option for meeting the ever growing transport demand. Land and space required for constructing new transportation systems are limited whereas demand for transport is unending. A new era is born in the field of transportation planning and design, favoring a flexible approach of land-use planning and transportation management. Besides meeting transport demand, containing the usual transport related problems such as air pollution, noise and traffic congestion are other vital and implied mandates of modern transportation system. Moreover, the overall continuing dispersed physical configuration of a city brought about by redevelopments and scattered human settlements is an impediment to the design of transportation network. These problems lead to an application of innovative concepts like the 'hub & spoke system' and a 'trunk feeder concept'. This research attempts to appraise the application of the concept of 'hub transport' to designing a public transportation system which shall be effective in tackling the problems cited above. An attempt has been made in this research to apply the concept in a case study, taking North Point, a destination Hong Kong, as a 'hub location'. A survey was conducted to consider the perceptions and views of local commuters. The findings indicate that North Point is a befitting hub center and the present transport problems can be minimized by implementing a mixed pattern of transportation based on the hub concept. Judicious rationalizing of bus routes along with refurbishments of transport facilities like information display, directional signs and interchange information can go a long way to enhancing the livability and ambiance of North Point and also relieving transport problems, especially congestion. The recommendations advocate a substantial feeder role along with few strategically identified express routes for buses with railways (MTR), recognized to play the role of transport backbone. Book excerpt: Hong Kong is a city without ground. This is true both physically (built on steep slopes, the city has no ground plane) and culturally (there is no concept of ground). Density obliterates figure-ground in the city, and in turn re-defines public-private spatial relationships. Without a ground, there can be no figure either. In fact, Hong Kong lacks any of the traditional figure-ground relationships that shape urban space: axis, edge, centre, even fabric. 'Cities without ground' explores this condition by mapping three-dimensional circulation networks that join shopping malls, train stations and public transport interchanges, public parks and private lobbies as a series of spatial models and drawings. These networks form a continuous space of variegated environments that serves as a fundamental public resource for the city. The emergence of the shopping malls as spaces of civil society rather than of global capital as grounds of resistance comes as a surprise. This continuous network and the microclimates of temperature, humidity, noise and smell which differentiate it constitute an entirely new form of urban spatial hierarchy. Air particle concentration is both logical and counterintuitive: outdoor air is more polluted, while the air in the higher-end malls is cleaner than air adjacent to lower value retail programs. Train stations, while significantly cooler than bus terminals, have only moderately cleaner air. Boundaries determined by sound or smell (a street of flower vendors or bird keepers, or an artificially perfumed mall) can ultimately provide more substantive spatial boundaries than a ground. While space in the city may be continuous, plumes of temperature differential or air particle intensity demonstrate that environments are far from equal.

On this basis, a discussion on the merits and demerits of the various integrated systems will be made, taking into account selected criteria and standards. Ultimately an optimum integrated system will be developed for Hong Kong to suit local conditions, including demographic, economic and prevailing policy aspects. The first part of the study will define aspects and values relating to integration of public transport. The aim is to consider and measure its advantages and disadvantages to achieve the community needs before planning the system. The second part of the study will give an overview of the existing public transport system in Hong Kong as well as the current steps to integrate different transport modes in Hong Kong. The experiences from Singapore and Australia will be reviewed to see if they are useful for Hong Kong in planning and implementation of integration. The third part will examine the feasibility of integration aspects, strategies and directions for integration of public transport in Hong Kong. Since railways and buses are the largest passenger carrying modes in Hong Kong, the closer coordination between them will benefit not only passengers but also the development of an integrated public transport system. The success depends upon to what extent of co-ordination between them. The fourth part will analyse challenges, impacts and benefits related to an integrated public transport system and will make recommendations on planning, development and promotion of integration. Safety is always an important consideration in the operation of public transport. With the increasing trend of public bus accidents and related casualty, it signals the necessity and urgency for a systematic study of the bus safety improvement measures, with particular reference to the operating environment in Hong Kong. The study aims to obtain the public's opinion of service and safety of the franchised buses, with a particular focus on the users' perception in evaluating the service and safety performance, as well as their expectation on the safety improvement measures required. A review on the current safety measures being taken by the franchised bus companies was carried out. In the survey, a total of 896 questionnaires were completed. Respondents perceived the frequent location of accident on the bus vehicles is on the stairs and the door while the intended improvement area is on the seat and stairs. And they are willing to pay not more than 3 % on the fare to improve the safety services as provided by the franchised bus companies.
