Book excerpt: This study examines the likely impact of government expenditure policy on long run growth and poverty, in both rural and urban Nigeria, drawing on insights from research on some sectors in the Nigerian economy on the direct and indirect links between government spending, growth and poverty reduction. The main objective is to simulate if government expenditure in priority areas would help to meet the Millennium Development Goals (MDG) of the United Nations. The study used an integrated sequential dynamic computable general equilibrium (CGE) micro-simulation model to study the potential impact of increasing government expenditure on growth and poverty reduction. The results of experiments indicate that it will be extremely difficult for Nigeria to achieve the Millennium Development Goals (MDG) target, in terms of poverty reduction by the year 2015, because no single policy measure in the analysis is able to meet this goal. This study therefore recommends that in order to promote economic growth and reduce poverty, investment in education and health services should receive the highest priority in the public investment portfolio.

The general prevalence of poverty in Nigeria is paradoxical because the country is one of the biggest oil-producing countries in the world. A 1999 World Bank report for instance showed that some 70 per cent of the population lives below the bread line - usually considered as living on less than US$1.00 a day. This raises a number of very important questions: What are really responsible for the wide prevalence of poverty in Nigeria in the midst of plenty? How is poverty manifested in the country? What alleviation strategies are in place? How effective are they? And what are the implications of all these for the country's democracy project, political stability, nation-building and development discourse? Contributors to this volume address these questions and provide insights into some of the central issues in the discussion of poverty, including how the poor themselves struggle to cope or adapt to their condition. Using multidisciplinary perspectives, the contributors critique the current alleviation strategies and recommend more viable and better- targeted approaches that will sharply reduce the incidence of poverty in Nigeria. _____________________________________________ * Mustapha C. Duze is a Professor of Sociology at Bayero University, Kano, Nigeria. He did his undergraduate studies in Sociology at the University of Ife, Nigeria, and holds a PhD in Demography from the University of Pennsylvania, U.S.A. Professor Duze also holds a Diploma in Survey Sampling from the Institute of Social Research, University of Michigan, Ann Abor, U.S.A He was Head of the Department of Sociology at Bayero University (1994-1999) and the Director of the General Studies Unit of the same University (2002 to 2006). He has published widely in scholarly journals and has co-authored several books. He is currently the Editor-in-Chief of Bayero University's Journal of interdisciplinary Studies. *Dr. Habu Mohammed holds a PhD in Political Science from Bayero University, Kano, Nigeria. He is currently a senior lecturer in the Department of Political Science, Bayero University, Kano-Nigeria. He has published widely in the areas of political economy, political development, peace studies, human rights, civil society and democratization. He is a co-editor of Readings in Social Science Research (2006) and editor of Concepts and Issues in Peace Studies and Conflict Resolution (2005). He is a Member of the Editorial Board of the faculty-based Journal of Social and Management Studies (JOSAMS). He was also a Fulbright Fellow at the Programme of African Studies (PAS), Northwestern University, Illinois, U.S.A. * Professor Ibrahim Ahmed Kiyawa did his undergraduate studies at the University of Bradford in the United Kingdom and a doctorate degree in Development Economics, from Maxwell School, Syracuse University, New York, USA. Professor Kiyawa was a Dean of the Faculty of Social and Management Sciences, Bayero University, Kano-Nigeria for a long time, and Head of the Department of Economics, which he founded in 1976. Professor Kiyawa has over 30 years of teaching and research experience. He has published extensively in national and international journals and has edited a number of books, including Management of the Nigerian Economy under Democratic Administration (2000), Accountability, Finance, and Financial Discipline in Local Government Administration (1999), Topics on the Nigerian Economy (1988), and Export Promotion as a Strategy for Industrialization (1988). The objectives of the study are to determine the impact of poverty on human development, to examine the implications of government budgetary allocation (to selected area of specific needs) on development and to assess the effectiveness of national poverty alleviation programmes in Nigeria with particular references to south eastern states. It also seeks to generate informed policy suggestions for the alleviation of poverty in Nigeria. The investigation was based on library research. This consisted of a review of the theoretical background and some related literature/works carried out in the area of study. Data were sourced from secondary and primary sources through the administration of questionnaire to the poverty alleviation stakeholders, junior and senior staff of related ministries, and employees of core poverty alleviation agencies/parastatals, state Government Committees of poverty alleviation, local government poverty alleviation committee and representatives from all the wards in the area of study. Available information reveals that despite the government initiatives towards poverty alleviation, the incidence of poverty is still on the increase. Further Evidence reveals that the high incidence of poverty has translated to underdevelopment. The poverty alleviation programmes are less effective as their performance is abysmally at a low ebb. Reasonable confusion, conflict of goals and duplication of functions are fashionable in poverty alleviation agencies and programme. On the strength of the above some recommendations are proferred so as to reverse the trend of poverty in the land. Other vital areas for further research are suggested.

Book excerpt: This paper looks at the pattern of public expenditure in Africa during the adjustment decade, paying particular attention to the social sectors. It concludes that the poverty focus and the poverty reduction impact of public spending in Africa is very low. The reasons for this include a lack of funds for nonwage recurrent expenditures in core economic and social services, inadequate intrasectoral resource allocation from a poverty reduction point of view, and public expenditure management inefficiencies. Absolute levels of expenditure on essential services are low in sub-Saharan Africa compared with richer countries. It is therefore concluded that increases in financial resources to support anti-poverty programs are needed in Africa. But raising the poverty focus of governmental expenditures also requires changes in the public spending, as well as improvements in the factors which hamper the effectiveness of program delivery.

A major budget reform introduced under NEEDS was the Oil Price Based Fiscal Rule and Medium Term Expenditure Framework (MFEF), which has enhanced macroeconomic stability by delinking government expenditure from the price of oil.

It explores the effectiveness of fiscal policy tool, especially government expenditure, in addressing the level of poverty and economic growth in the country. The study found that government capital and recurrent expenditures have not significantly reduced the level of poverty in Nigeria because of a weak linkage, which has not allowed fiscal policy to reflect its true opportunity cost. This gap created loopholes in the implementation of the various measures of fiscal policy in the country. The study therefore concludes that the level of government capital expenditures in Nigeria have weak impact on the level of poverty in the country over the period of time covered. The study therefore recommends the formulation of stable macroeconomic policies that are consistent with the peculiarity of poverty situation in the country. This would promote productivity from which both the poor and non-poor would benefit.

Book excerpt: This book published for the Institute of Development Studies at the University of Sussex presents the findings of a team of researchers based in the UK, Uganda and Nigeria. It sets out to examine the processes by which policies for poverty reduction are made and implemented, and assesses to what extent policies provide for positive change in the lives of poor people. The project advocates a policy process that is radically different from the traditional linear model; one that departs from structural adjustment exigencies of external conditionality to one in which actors, knowledge and policy spaces interact in policy making. Strategies are generated and owned locally and the poor are understood as active participants in their own development. The book argues that if political systems and the policy processes through which they are enacted are to be democratised, then so should the knowledge base that feeds those policy processes. This means working by a deliberative process not only to produce knowledge, but also to incorporate knowledge of different kinds; differentiating between respective roles and powers of discourse, and reconstituting the prevailing cultures of legitimacy and representation. Although based on evidence from Uganda and Nigeria, the book is conceived to have application to the struggle against poverty more widely.
