Two plazas with adjacent public transit are compared and contrasted in terms of their accessibility to the blind. These sites, located in Portland, Oregon---a city renowned for its superior public transit and pedestrian-friendly streets---are Pioneer Courthouse Square and Urban Center Plaza. They are a pre- and post-American Disabilities Act (ADA) sites, respectively, and the absence or presence of accessibility features are reviewed as they relate to their overall successfulness and ease of use. Using Lynch's concept of "legibility" as a framework for analysis, three main design elements are examined and reviewed: treatment of the ground plane, changes in grade and accessibility to public transit. The relationships between legibility, "good design" and the importance of greater inclusiveness are explored. -- Abstract.

Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Much progress has been made toward improving accessibility to public transport, however implementation of policies to improve accessibility has proven difficult and slow in many urban areas. One of the key barriers to progress in many cities has been a lack of co-ordination between local authorities and public transport operators. The European Conference of Ministers of Transport (ECMT) and the International Association of Public Transport (UITP) joined forces to examine how public authorities and transport operators can better work together to improve urban public transport vehicles, systems, and associate infrastructure so that they provide better access to people with mobility difficulties and for all clients of the transport system. This report is the fruit of a joint ECMT-UITP task force. It explores how improved co-operation between public transport service providers and local authorities -- along with a close sustained dialogue with members of the disabled community -- can ensure better accessibility to public transport. With a focus on experience in four cities: Gothenburg (Sweden), Grenoble (France), Prague (Czech Republic) and Liverpool (UK), the report identifies the critical elements of partnerships between public authorities at different levels of government and public transport operators.

(1) Each facility or part of a facility constructed by, on behalf of, or for the use of a public entity shall be designed and constructed in such manner that the facility or part of the facility is readily accessible to and usable by individuals with disabilities, if the construction was commenced after January 26, 1992. (2) Exception for structural impracticability. (i) Full compliance with the requirements of this section is not required where a public entity can demonstrate that it is structurally impracticable to meet the requirements. Full compliance will be considered structurally impracticable only in those rare circumstances when the unique characteristics of terrain prevent the incorporation of accessibility features. (ii) If full compliance with this section would be structurally impracticable, compliance with this section is required to the extent that it is not structurally impracticable. In that case, any portion of the facility that can be made accessible shall be made accessible to the extent that it is not structurally impracticable. (iii) If providing accessibility in conformance with this section to individuals with certain disabilities (e.g., those who use wheelchairs) would be structurally impracticable, accessibility shall nonetheless be ensured to persons with other types of disabilities, (e.g., those who use crutches or who have sight, hearing, or mental impairments) in accordance with this section.

Book excerpt: When digital content and technologies are designed in a way that is inaccessible for persons with disabilities, they are locked out of commerce, education, employment, and access to government information. In developing areas of the world, as new technical infrastructures are being built, it is especially important to ensure that accessibility is a key design goal. Unfortunately, nearly all research on Information and Communication Technology (ICT) accessibility and innovation for persons with disabilities-whether from the legal, technical, or development fields-has focused on developed countries, with very little being written about developing world initiatives. Accessible Technology and the Developing World aims to change this, by bringing increased attention to ICT accessibility in developing areas. This book brings together a unique combination of contributors with diverse disciplinary backgrounds, including authors from well-known non-governmental organizations, significant United Nations entities, and universities in both the developing and developed world. Together, they present a unique and much needed review of this critical and growing area of work, and primarily address three core themes - the lack of attention given to innovations taking place in the developing world, the need to ensure that infrastructures in the Global South do not present barriers to people with disabilities, and the need to exercise caution when applying techniques from the Global North to the Global South that won't transfer effectively.
