With few exceptions, efforts to establish effective programs have focused on structural arrangements, staffing responsibilities, and rules to regulate the practice of child welfare workers. Book excerpt: This plan for child mental health services in British Columbia is based on the knowledge of those involved in the mental health system, the experience of other jurisdictions, a province-wide public consultation, and an extensive review of current research. After an introduction & definitions of terms, chapter 2 provides background on the prevalence of child mental health disorders in British Columbia, the adequacy of child mental health services, and the state of the child mental health system. Chapter 3 sets out a vision for mentally healthy children and outlines the components of the plan framework: providing support & treatment, reducing risk, and building capacity. Chapter 4 reviews changes needed in those three areas and in improving performance of the system. Chapter 5 sets out actions & priorities in plan implementation over a five year period. The final chapter lists plan objectives, performance measures, and intended outcomes for each plan component. Appendices include a summary of results of the public consultation process, a report of a joint working group that provided advice on the plan, an identification of strategic shifts in the Ministry for Children & Family Development, and an outline of an early psychosis intervention strategy.
