In recent years, these Asian economies have become increasingly more open and export-driven, and there is strong interest all over the world in the Asian economic `miracle' among practitioners and scholars alike. Although much has been written on this region, few books have concentrated on the human resource aspects of this growth. The authors build on the basic premise that the initial success of these countries has lain in low wages and suppression of workers' rights. However, they point out that as employment relations evolve enterprises will either pull out due to rising wages, or stay and prosper by adapting to higher wages. Cases are provided to illustrate both of these features. The evidence in the book suggests that unless a synergy is created between firm-level and state-level human resource policies in areas such as skill formation and workers' need for voice, economic growth is unlikely to be sustainable.

Governance, Regulation, and Privatization in the Asia-Pacific Region is the first thoroughgoing account of the relative success of the different approaches to privatization as undertaken in Korea, China, Australia, and Japan. In most contexts, privatization is expected to yield greater efficiency and cost effectiveness while avoiding the corruption and bloated budgets of government regulation or monopoly control. But broad-scale privatization, if ill designed, has also yielded its share of difficulties in East Asia. Privatization sometimes has created a vacuum in corporate governance for some of the region's most important industries and in some cases merely reinstated the monopoly-like configurations. The papers presented in this book discuss the experiences of privatization in several industries, including railroad and telecom, corporate governance problems, accounting issues, and challenges for the future in East Asian countries. The first section is theoretical in nature and proposes boundaries among government protection, market freedom, and shareholder expectations. The second part is constituted by country case studies, beginning with an analysis of both the Korean financial crisis that followed its 1997 law to privatize large, public sector corporations and the new ways Korean corporations finance themselves. After years of neglect and exclusion, labor organizers are recognizing both the needs and the importance of immigrants and women employed in the growing ranks of low-paid and insecure service jobs. In Organizing at the Margins, Jennifer Jihye Chun focuses on this shift as it takes place in two countries: South Korea and the United States. Using comparative historical inquiry and in-depth case studies, she shows how labor movements in countries with different histories and structures of economic development, class formation, and cultural politics embark on similar trajectories of change. Chun shows that as the base of worker power shifts from those who hold high-paying, industrial jobs to the formerly "unorganizable," labor movements in both countries are employing new strategies and vocabularies to challenge the assault of neoliberal globalization on workers' rights and livelihoods. Deftly combining theory and ethnography, she argues that by cultivating alternative sources of "symbolic leverage" that root workers' demands in the collective morality of broad-based communities, as opposed to the narrow confines of workplace disputes, workers in the lowest tiers are transforming the power relations that sustain downgraded forms of work. Her case studies of janitors and personal service workers in the United States and South Korea offer a surprising comparison between converging labor movements in two very different countries as they refashion their relation to historically disadvantaged sectors of the workforce and expand the moral and material boundaries of union membership in a globalizing world.

Book excerpt: Among a vast literature on the Asian economies, the book proposes a distinctive approach, inspired by Régulation Theory, in order to understand the current transformations of the Asian economies. The book follows their transformations after the 1997 Asian crisis until the subprime crisis. During this period, the viability of their growth regime was to coherence of five basic institutional forms: the degree of competition and insertion into the world economy, the nature of labour market organization, the monetary and exchange rate regimes and finally the style for State intervention via legislation, public spending and tax. The book provides new findings. The degree of financial liberalization and opening to the world economy largely determines the severity of the 2008-2009 recession and the political-economic reactions of each Asian countries to the subprime crisis. Asian capitalisms are distinct from American and European ones, but they are quite diverse among themselves, and this differentiation has been widening during the last decade. This book will help to shed light on a de facto regional economic integration is taking place in Asia, but unsolved past political conflicts do hinder the institutionalisation of these interdependencies.
