Nicaragua was a primary target of this policy. Scholars refer to this as the Reagan offensive: the first time that the United States eschewed the norms of containment and sought to “roll-back” the gains of communism. However, the Reagan offensive was also significantly driven by a response to the emergent threat of international terrorism. Terrorism provided a vehicle that justified its use of aggressive proxy war and pursuit of regime change in Central America. U.S. policy with Nicaragua demonstrates the importance of terrorism to the development of a more aggressive United States in the post-Cold War world. This book examines the influence of the U.S.-Contra War in establishing a precedent for the use of overt pre-emptive force against sovereign nations in the name of counterterrorism. In the 21st century, the United States undertook a policy with the world based on a broad definition of self-defense that called for an array of actions that often violated traditional norms of international law and recognition of sovereign rights. This book demonstrates that the precedent for this change occurred in the late Cold War as the United States sought to respond to an escalation of global terrorism. The emergent problem of terrorism in the 1970s and 1980s transformed how and when the United States applied force in the world.

The authors consider the influence of Reagan’s free-market ideas on economic globalization, showing how deregulation succeeded in spurring economic expansion. In foreign policy, Reagan favored significant increases in military spending (“peace through strength”) and an assertive agenda abroad. His break with détente in dealing with the Soviet Union, notably expressed in his 1982 March of Freedom speech, effectively restored the early Cold War strategy of rolling back communism. Despite the vast resources and attention expended since 9/11, terrorism has increased in many societies that have been caught up in the war on terror. Why have U.S. policies been unable to stem the tide of violence? Harrison Akins reveals how the war on terror has had the unintended consequence of increasing domestic terrorism in U.S. partner states. He examines the results of U.S.-backed counterterrorism operations that targeted al-Qaeda in peripheral regions of partner states, over which their central governments held little control. These operations often provoked a violent backlash from local terrorist groups, leading to a spike in retaliatory attacks against partner states. Senior U.S. officials frequently failed to grasp the implications of the historical conflict between central governments and the targeted peripheries. Necklacing, plac ing an oil-soaked tire around the neck of an informer and then igniting it, and knee-capping, positioning a handgun behind the kneecap of a "tout" (a police informer) and then squeezing the trigger, are among the enforcement methods used by clandestine groups to administer "revo lutionary justice." Necklacing is used by the African National Con gress (A.N.C.). Knee-capping is a traditional Irish Republican Army (I. R. A.) tactic. Governments frequently lend credibility to the terrorists' claim of legitimacy by not implementing measures intended to extirpate them. Frequently, democratic societies fear that rigid control measures pose a threat to civil liberties. Reluctant to move, a democracy is often ham strung by terrorists bent on manipulating its values. A media campaign, intended to mobilize public opinion against the terrorists and garner mass support for the government and its control measures, is the linchpin of any antiterrorist campaign. Centralized intelligence-gathering is another essential component. Terrorism, when it becomes a regular campaign of bombings and other atrocities, is no longer a problem for just the police and the army. The entire society is affected.
