Fifty years later the Commonwealth is still affected by the legacies of that era and the policies of the Roosevelt administration. George T. Blakey has written the first full study of this turbulent decade in Kentucky, and he offers a fresh perspective on the New Deal programs by viewing them from the local and state level rather than from Washington. Thousands of Kentuckians worked for New Deal programs such as the Civilian Conservation Corps and the Works Projects Administration; thousands more kept their homes through loans from the Home Owners Loan Corporation. Tobacco growers adopted new production techniques and rural farms received their first electricity because of the Agricultural Adjustment and Rural Electrification administrations. The New Deal stretched from the Harlan County coal mines to a TVA dam near Paducah, and it encompassed subjects as small as Social Security pension checks and as large as revived Bourbon distilleries. The impact of these phenomena on Kentucky was both beneficial and disruptive, temporary and enduring. Blakey analyzes the economic effects of this unprecedented and massive government spending to end the depression. He also discusses the political arena in which Governors Laffoon, Chandler, and Johnson had to wrestle with new federal rules. And he highlights social changes the New Deal brought to the Commonwealth: accelerated urbanization, enlightened land use, a lessening of state power and individualism, and a greater awareness of Kentucky history. Hard Times and New Deal weaves together private memories of older Kentuckians and public statements of contemporary politicians; it includes legislative debates and newspaper accounts, government statistics and personal reminiscences. Book excerpt: As Jeff Singleton shows, the rapid expansion of unemployment relief in the early 1930s generated pressures which led to the first federal welfare programs. However the process has received relatively little attention from historians, and unemployment relief does not play a major role in discussions of the current state of welfare. Singleton seeks not only to fill this gap, but to challenge popular interpretations of relief policy in the early 1930s. He shows that relief was expanding prior to the depression and that the modern aspects of social policy implemented in the 1920s profoundly influenced the response of the welfare system to the early stages of the economic crisis. Relief under President Herbert Hoover was neither primarily voluntarist nor traditional. The first full-fledged federal welfare program was implemented under the Hoover administration by the Reconstruction Finance Corporation. The initial goals of the New Deal's Federal Emergency Relief Administration were to reduce the national relief caseload and the federal welfare role, while improving standards for those on the dole. The institutionalization of state-level welfare was a consequence of the failure of the 1935 reform program (the WPA and the Social Security Act) to eliminate the dole, not a product of conscious liberal policy. Singleton concludes by evaluating the 1996 Personal Responsibility Act in the context of these conclusions. If the dole was not a product of liberal reform, but, instead, arose to fill a policy vacuum, then it will be difficult to eliminate by legislative fiat unless states and the federal government are willing to finance relatively costly alternatives. A provocative analysis of interest to historians and social scientists concerned with American social and labor policy.

Book excerpt: In the historical narrative that prevails today, the New Deal years are positioned between two equally despised Gilded Ages—the first in the late nineteenth century and the second characterized by the world of Walmart, globalization, and right-wing populism in which we currently live. What defines these two ages is an increasing level of inequality legitimized by powerful ideologies, namely, Social Darwinism at the end of the nineteenth century and neoliberalism today. In stark contrast, the era of the New Deal was first and foremost an attempt to put an end to inequality in American society. In the historical longue durée, it appears today as a kind of golden age when policymakers and citizens sought to devise solutions to the two major "questions"—labor on one side, social on the other—that were at the heart of the American political economy during the twentieth century. Capitalism Contested argues that the New Deal order remains an effective framework to make sense of the transformation of American political economy over the last hundred years. Contributors offer an historicized analysis of the degree to which that political, economic, and ideological order persists and the ways in which it has been transcended or even overthrown. The essays pay attention not only to those ideas and social forces hostile to the New Deal, but to the contradictions and debilities that were present at the inauguration or became inherent within this liberal impulse during the last half of the twentieth century. The unifying thematic among the essays consists not in their subject matter—politics, political economy, social thought, and legal scholarship are represented—but in a historical quest to assess the transformation and fate of an economic and policy order nearly a century after its creation.
