The evil sought to be remedied is discussed by the Hon. Daniel Manning, Secretary of the Treasury, in his report for the fiscal year last ended, pages 9 to 15, and is set forth more in detail in the Appendix to said report, pages 352 to 359. Briefly summarized, the object of the bill is to prevent the exaction hereafter of any fee in excess of the fee of $2.50, prescribed by section 2851 of the Revised Statutes, for verifying an invoice of merchandise to be imported into the United States, and to substitute a declaration for an oath in countries where consular officers of the United States are not permitted by the laws of such countries to administer oaths therein. Its operation will be chiefly confined to the ports of Great Britain; its purpose is to relieve American importers from extra-official charges now levied upon them for jurats taken before British officials, under American law, amounting, at the lowest computation, to nearly $100,000 a year. The fee of $2.50, prescribed by section 2851, Revised Statutes, is required by law to be covered into the Treasury of the United States, and forms a large item in the receipts from our consular service. No revenue is derived by the United States from the extra-official fees now sought to be abolished. On pages ix and x of the report of the Secretary of the Treasury for the last fiscal year is a brief history of the legislation of Congress with respect to the verification of invoices by consular officers. In Ex. Doc. No. 122, Forty-seventh Congress, first session, pages 4 to 10, the statutory provisions and the consular instructions issued in relation thereto are set forth more at length. I will not question the motives of any one, and far be it from me to say that all the supporters of this extraordinary movement we Oppose are intentionally dishonest; but, to speak plainly, I do say that behind them are unscrupulous men and a crude and flimsy free-silver literature, clearly dishonest in purpose, for they lead directly to repudiation, to fiat money, the degradation of the Supreme Court by political control, an unconstitutional impairment of the obligations and interference with the freedom of contracts, a reckless attack upon our National and monetary integrity, as well as upon our whole system of commercial credits. They talk solemnly of an alleged contraction in the volume of currency in disregard of the truth, which is, that their own attacks upon credit produce the effects of contraction. They war upon what constitutes the strength and power of the Nation, alarming all its interest, shaking confidence, thereby threatening to destroy the sources of labor, to the injury and detriment of workingmen. We can not compromise with such doctrines which menace the form and very existence of our Government. It is not for me to-night to speak further or in detail on these issues. It has already, at various times, been my privilege to do so, and I hope on other occasions to address the Democracy. It is my duty and pleasure now to introduce to you the speaker of the evening, my friend and former colleague in Congress, he who has so justly described the fiat silver and greenback movement as a conspiracy against wages. He needs no introduction from me - the man who honors us with his presence, whose sole ambition is to serve his country without fear or favor, now in the hour of its need - Mr. Bourke Cockran. Staten Island and Long Island, whose ambassadors you are in this convention. I see here assembled the influence, strength and power of the Democracy of our district, and I know that it is your settled purpose to be again represented in Congress by a Democrat. Two years ago you selected Mr. Covert as your representative, and no one more than I recognized the wisdom of your choice. I wish to say here, in his presence and in yours, that although the nominee of this convention. I yet can fully comprehend and appreciate the regret so generally expressed that lie does not again seek the position which he has so honorably tilled, and if at the end of my service I can come back to you and obtain the same commendation which yon so justly bestow upon him, I should he abundantly satisfied, and I mean to do all that I can to deserve it. It is the mission of the Democratic party to perpetuate under a Democratic administration the era of peace and prosperity which was inaugurated with the incoming of a Democratic Congress in 1871, and with General Hancock as our leader we are certain to hove once more the entire control of this Government. It is the mission of the Democratic party to protect all established industries and to correct all abuses of Custom House taxation, and insure the prosperity of our working people. It is the mission of the Democratic party to establish the supremacy of our mercantile marine and of that flag which shall once more be seen in every-harbor of the universe. Gentlemen, it is within our own State that the battle is to be waged. Let there be no faltering in the lines of Suffolk. Queens and Richmond counties, the First Congressional District of New York. The Democrats of Richmond county had a monster parade last night, in which all the Hancock clubs of the county took part. The procession formed at Kim Park, the line of march being along the shore road to Clifton, passing through Port Richmond, West Brighton. New Brighton, Tompkinsville. and Stapleton. Various meetings were held at different points in the county. The principal one was held at Richmond. It was addressed by Mr. Perry Belmont, the candidate for Congress.
