These range from the adequacy of public expenditure, the composition of such expenditure, to bottlenecks in the States that could be restricting the impact of this expenditure on educational attainments. While a lot of credible research has been done on the Central Government's budgetary provisions for education, not much is known about the intricacies of the States' provisions for this sector, especially the possible changes in the era of reforms. The book probes into these intricacies in financing of education by state governments and highlights the major challenges confronting them.In order to understanding these intricacies, the book also analyses the planning process with regard to expenditure on education and the process of flow of funds starting from the Central Government budget up to the implementing agencies at the district level. The latter is attempted through a tracking of budget expenditures and the budgetary and planning processes in the current flagship programme of Sarva Shiksha Abhiyan (SSA) across four selected states viz. Andhra Pradesh, Bihar, Gujarat and Rajasthan.Demystifying the central problems in government financing of education in India would also need to address questions relating to the causes of the fiscal crisis of state governments in an era of economic reforms, the measures required for strengthening the ability of the states to step up public expenditure on education and the role of centrally sponsored schemes in education. The book addresses these issues with specific focus on the elementary education sector in the context of the ongoing efforts towards universalising elementary education (UEE) in the country.

Surprisingly, even when the right to education was added to the Indian Constitution as Article 21A, this question barely received any attention. The book identifies justiciability—or, more broadly, enforceability—as the most important feature of Article 21A, meaning that children and their parents must be provided with means to effectively claim their right from the State; otherwise, it would remain a ‘right’ only on paper. The book highlights how lack of access to the Indian judiciary means that the constitutional promise of justiciability remains unfulfilled. It deals with the possible alternative means the State may provide for the poor to claim the benefits under Article 21A, and identifies the grievance-redress mechanism created by the ‘Right of Children to Free and Compulsory Education Act, 2009’ as a potential system of enforcement. Even though this system is found to be deficient, the book concludes with an optimistic outlook, hoping that rights advocates may, in the future, focus on improving such mechanisms for legal empowerment.

While NSPs can help to fill a gap in provision to those excluded from state provision, recent growth in both for-profit and not-for-profit providers in developing countries has sometimes resulted in fragmentation of service delivery. To address this, attention is increasingly given in the education sector to developing ‘partnerships’ between governments and NSPs. Partnerships are further driven by the expectation that the state has the moral, social, and legal responsibility for overall education service delivery and so should play a role in facilitating and regulating NSPs. Even where the ultimate aim of both non-state providers and the state is to provide education of acceptable quality to all children, this book provides evidence from diverse contexts across Africa, South Asia, and Latin America to highlight the challenges in them partnering to achieve this. Drawing on a multi-method study, from the late-nineteenth century to the present, of the stark variations in educational and health outcomes within a large, federal, multiethnic developing country - India - this book develops an argument for the power of collective identity as an impetus for state prioritization of social welfare. Such an argument not only marks an important break from the dominant negative perceptions of identity politics but also presents a novel theoretical framework to understand welfare provision.
