This study asks if this can be attributed to public sector employees receiving higher wages than comparable private sector workers. To answer the question, the study combines an Oaxaca-type decomposition of wage differentials into characteristics and coefficients effects with a multinomial logit model for self-selection into labor force participation and the public or private sector. The study finds that the public/private wage differential is sizeable but can entirely be accounted for by observable characteristics. At the same time, there is strong evidence that preferences for public sector jobs are caused by pronounced intersectoral differences in overall compensation packages, in particular fringe benefits.

Book excerpt: A stylized fact in the growing literature on public sector labor markets is that estimates of public sector union wage premia are significantly lower than estimates of private sector union wage premia. In this paper I investigate the hypothesis that this difference may in part be due to the differing legal environments in which public and private sector unions operate. Using data from the Current Population Survey and the Census of Population, I find that public sector union wage differentials increase significantly with the degree of legal protection afforded to the union in bargaining. However, the estimated public sector union wage premia when no legal controls are included in the specification are close to the estimated premia under the strongest legal environment. Consequently, while controlling for the legal environment in the public Sector is important, it may not reconcile the differences between estimated public and private sector union wage premia.

Book excerpt: This paper estimates the wage differential between public sector employees and their private sector counterparts in a developing country, the Philippines. It finds that public sector workers in this country are receiving an hourly wage premium over private sector employees of similar background. This wage premium is associated with a higher degree of pro-social behaviour among government workers relative to private sector workers. However, government employees are found to be working fewer hours than their counterparts in the private sector. College graduates are more likely to work in the government than non-college graduates but among college graduates, those with more specialized skills tend to be employed in the private sector rather than the public sector.

Book excerpt: Lokshin and Jovanovic use the newly available Yugoslavian Labor Force Survey data to investigate wage differentials and employment decisions in the state and private sectors in Yugoslavia. For the analysis the authors use three empirical models that rely on different statistical assumptions. They extend the standard switching regression model to allow non-normality in the joint distribution of the error terms. After correcting for the sector selection bias and controlling for workers' characteristics the authors find a private sector wage advantage. The wage premium is largest for workers with low education levels and declining for workers with higher educational levels. Given the regulatory and tax policies that pushed the private sector into the informal sphere of the economy during the period covered by our data, the authors argue that the state-private wage gap is likely to grow in the future. This will make it increasingly difficult for the state sector to attract and retain highly skilled employees.This paper - a product of the Poverty Team, Development Research Group - is part of a larger effort in the group to understand labor issues in public sector reform.

Because policies concerning the compensation of these employees rest on assumptions about the economic dynamics of the public sector, the issue of public sector employment is of vital importance in the analysis of the national economy. In Public Sector Payrolls, leading economists explore the independent and interdependent functioning of the public and private sectors and their effect on the economy as a whole. The volume, developed from a 1984 National Bureau of Economic Research conference, focuses on various labor issues in military and other governmental employment. Several contributors discuss compensation in the armed forces and its relationship to that in the private sector, as well as the interaction between the military and the private sector in the employment of youth. This latter is of particular interest because studies of youth employment have generally ignored the important influence of military hiring practices on labor market conditions.
