To do this, the main areas of interventions cover dialogue facilitation; capacity building; and provision of grants and technical assistance at macro, meso and micro levels. PPD stakeholders include not only ministries, departments and agencies from the public sector and private sector organisations, but also civil society organisations, trade unions, media, and academic and research institutions. Successful PPDs rely on four factors: champions, capacity, inclusivity and sustainability. Particular attention should be paid to adopt a locally led and cautious approach to PPD.

Book excerpt: There has been growing interest from stakeholders around the world in recent years in how to build momentum for private sector development in states with poor investment climates. Dialogue between the public and private sectors, in various forms, has often been integral to attempts to build such momentum. It became increasingly clear that there was a demand from the field for guidance based on international best practice. In 2004-2005, responding to this demand, the World Bank, Department for International Development (DFID) and Organization for Economic Co-operation and Development (OECD) development centre independently conducted or commissioned reports drawing together lessons learned from field experiences in using public-private dialogue to promote private sector development reform efforts. While numerous case studies had existed, this was the first time comprehensive efforts had been made to synthesize lessons. The papers were: competitiveness partnerships, reforming the business enabling environment, and dialogue public-prive dans les pays en developpement. The development of the three papers in a short period indicated a growing recognition among the international donor community of the importance and potential of public-private dialogue as a tool for promoting private sector development with the ultimate aim of poverty reduction.

Book excerpt: Public-private sector dialogue (PPD) is now seen as an important vehicle to promote the private sector, leading to economic development and eradication of poverty. The methodological underpinning of PPD goes back to UNIDO's "Strategic Management for Industrial Development." Most of the international aid organizations now assist developing countries to establish mechanisms for such dialogues. PPD must not be seen as an ultimate aim, but as a vehicle for development as well as for good governance. This paper discusses the ways and means of institutionalizing PPD, emphasizing that such institutionalizing will have to be carried out within the politico-economic set-up of each country.

Book excerpt: Public-private dialogue (PPD) is highly necessary in fragile and conflict-affected situations (FCS) to fill the gap resulting from the lack of legitimate institutions, to help create transparency and trust among stakeholders, and to identify the need for reforms and interventions that can improve the business environment and attract investment. Moreover, creating a platform for PPD can provide a useful starting point for private sector development in FCS for projects in key sectors, such as agribusiness and extractives, where PPD can help build links between large-scale investments and the local economy. To support PPD projects in FCS, the World Bank Group has conducted a survey of 27 task team leaders and other program staff members with experiences from 30 FCS countries. The survey was followed by in-depth interviews with 13 key staff members who have experience from selected countries. By conducting in-depth interviews, the Bank Group aimed to capture important experiences and lessons learned, including a description of challenges, useful tools and methods, and do s and don ts. The results of PPD are produced by the reforms it initiates and also the process it implements. In FCS, the peacebuilding and conflict-mitigating results are difficult to capture. However, the stakeholders that benefit from the results highly value them. This study will inform the design of guidelines intended for PPD project managers operating in FCS environments.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
