Book excerpt: Pakistan’s development efforts are guided by its 2011 Framework for Economic Growth, which identifies actions needed to create a prosperous, industrialized Pakistan through rapid and sustainable development. Industrialization has the potential to drive Pakistan’s economic growth and contribute significantly to meeting both economic and human development goals in Pakistan. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects’ benefits and costs to the region in which they are to be located, to the national economy—and to human health and the environment. Pakistan’s 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrialization’s spatial aspects. Improved transport infrastructure will lower production’s environmental costs. 3) Greening of Pakistan’s industrial sector to enhance international competitiveness—“greening” will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutions—for example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standards—to implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistan’s green industrial growth and lays out priorities and strategies for “greening” Pakistan’s industrial growth.

Evidence that Congress prefers a hands-off policy seems now stronger than ever. This book seeks to present analyses and assessments that would aid the reader in judging the correctness of such public policy. Alfred Kahn, in Part I, questions whether scholars whose concerns lie in the field of industrial organization can contribute significant insights to the major problems of the day - inflation, declining productivity, rising costs of resources, and income allocation. Although the paper following is not a direct response to Professor Kahn's skepticism, Willard Mueller presents in it a lively attack on those who discount the importance of an activist antitrust policy. Given the rather sharply contrasting views of Professors Mueller and Kahn, Oliver Williamson's contribution is an op portune perspective of where antitrust enforcement has been in the past two decades, and where it is going in the 1980s. Part I concludes with David Audretsch's assessment of the effectiveness of the enforcement of our merger law, followed by Robert Smith's proposal that we tie antitrust action more closely and more logically to macro stabilization policies.

From New York to Nashville and Pittsburgh to Portland governments have implemented innovative redevelopment strategies to adapt to a globally integrated, post-industrial economy and cope with declining industries, tax bases, and populations. However, despite the prominence of new amenities in revitalized neighborhoods, spectacular architectural icons, and pedestrian friendly entertainment districts, the urban comeback has been highly uneven. Even thriving cities are defined by a bifurcated population of creative class professionals and a low-wage, low-skilled workforce. Many are home to diverse and thriving immigrant communities, but also contain economically and socially segregated neighborhoods. They have transformed high-profile central city brownfields, but many disadvantaged neighborhoods continue to grapple with abandoned and environmentally contaminated sites. As urban cores boom, inner-ring suburban areas increasingly face mounting problems, while other shrinking cities continue to wrestle with long-term decline. The Great Recession brought additional challenges to planning and development professionals and community organizations alike as they work to maintain successes and respond to new problems. It is crucial that students of urban revitalization recognize these challenges, their impacts on different populations, and the implications for crafting effective and equitable revitalization policy. Urban Revitalization: Remaking Cities in a Changing World will be a guide in this learning process. This textbook will be the first to comprehensively and critically synthesize the successful approaches and pressing challenges involved in urban revitalization. The book is divided into five sections. In the introductory section, we set the stage by providing a conceptual framework to understand urban revitalization that links a political economy perspective with an appreciation of socio-cultural factors in explaining urban change. Stemming from this, we will explain the significance of revitalization and present a summary of the key debates, issues and conflicts surrounding revitalization efforts. Section II will examine the historical causes for decline in central city and inner-ring suburban areas and shrinking cities and, building from the conceptual framework, discuss theory useful to explain the factors that shape contemporary revitalization initiatives and outcomes. Section III will introduce students to the analytical techniques and key data sources for urban revitalization planning. Section IV will provide an in-depth, criticaldiscussion of contemporary urban revitalization policies, strategies, and projects. This section will offer a rich set of case studies that contextualize key themes and strategic areas across a range of contexts including the urban core, central city neighborhoods, suburban areas, and shrinking cities. Lastly, Section V concludes by reflecting on the current state of urban revitalization planning and the emerging challenges the field must face in the future. Book excerpt: In spite of the gravity of the problem of mass unemployment and its periodic recurrence in industrial societies, few scientific studies have been undertaken which serve to define the impact of plant closings on workers, families, and the community; to evaluate individual group, or community responses to closings; and to offer suggestions for the future. Shutdown at Youngstown meets this need. It presents the findings of a multidisciplinary, scientific study of the closing of the steel mills in Youngstown in 1977 which put 5,000 persons out of work. Research reported in the text is based on personal interviews, social indicator data, and data from health and human service agencies. The authors conclude by developing a public policy for dealing with plant closings and the crisis of mass unemployment.
