Book excerpt: This report describes the semi-aggregate model (SAM) developed to deliver aggregate projections of social protection expenditures as well as semi-aggregate projections of income sources by age class and gender for a number of European countries (Denmark, France, Germany, Italy, Latvia, Luxembourg, Netherlands, Poland, Spain and United Kingdom) over the horizon 2005-2050. The partial equilibrium stance adopted allows both a greater flexibility in the choice of countries and in the building of scenarios, while at the same time offering an easier understanding of the model's inner mechanisms with respect to general equilibrium modelling. Results for aggregate projections are presented, including various sensitivity scenarios devoted at analysing the role of theoretical replacement rates and employment rates--such as the one necessary to fulfil the Lisbon targets--on public pensions expenditures.

Book excerpt: This paper reviews the public pension schemes and the pension models used for the projections carried out by the Economic Policy Committee and the European Commission on age-related expenditure in 2005. The pension schemes are described as they were in force in 2005, including the effects of pension reforms enacted by mid-2005 even though the implementation of reforms would occur over a longer period of time. This reflects the practice applied in the projections as to what was included in the projections. While the pension expenditure projections covered apart from public pensions also statutory private funded pensions and in some countries occupational pensions, the paper focuses primarily on public pension schemes. These constitute the predominant part of pension expenditure in almost all Member States and they were the primary target of the exercise. While a great deal of the projection exercise was done in a centralised way, notably population, labour force and macroeconomic projections, pension expenditure were projected by national authorities by using their national models in order to benefit of the country-specific knowledge on greatly differing pension systems and to improve the accuracy of the projections for pensions. This paper aims at contributing to the comparability of the pension projections across Member States and to make the projections transparent and better understandable through country-specific descriptions of the pension systems and the models used for the projection exercise.

Book excerpt: The Madrid International Plan of Action on Ageing (MIPAA), adopted at the Second World Assembly on Ageing, is the first international agreement that specifically recognises the potential of older people to contribute to the development of their societies. In monitoring its implementation two key approaches are evident: a qualitative bottom-up participatory approach and an approach that uses quantitative indicators to monitor sustainable progress and policies. With the European Centre for Social Welfare Policy and Research, playing a pivotal role in the monitoring of the implementation process, one of its key tasks has been to develop a list of 'indicators of achievement'. This book contains extended and revised versions of policy briefs and background papers that support the implementation monitoring process. The analyses included in these chapters make concrete suggestions towards quantitative indicators, with the aim of assisting national governments in mainstreaming ageing in their policies.
