Book excerpt: The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Book excerpt: A public-private partnership (PPP) is defined as a joint effort by government and the private sector for the management, operation, and funding of a venture or service. Increasingly, government has looked to the private sector for financial support and the streamlining of processes as concerns about the public debt have risen and priorities for spending have narrowed. The users and "customers" of a public good often have a stake in the way it is managed, especially in the case of parkland, which has the ability to dramatically affect the property values surrounding it, either positively or negatively. Therefore a PPP may have many purposes: as a fundraising mechanism, as an advocate for stakeholders, and as a promoter for programming for the attainment of educational and recreational goals. Ultimately, the role of the PPP is to be a liaison, knitting together the resources bestowed upon the public by the government entity with those of the less regulated private world. This study investigates both the challenges of forming a partnership that protects the public interest as well as the factors that are critical to forming a "successful" partnership. An examination of what led to the rise of public/private partnerships historically is included as well as the business models and mission statements of contemporary lead organizations at both the national and local level. In order to gain an in-depth understanding of the complexities of these partnerships, I individually interviewed professionals from both the public and private sides who have had careers in public land acquisition and management. Their viewpoints provide enriching details and reveal several common themes. Subjects were asked about the benefits of creating PPPs and how those benefits have been distributed, and what factors have contributed to successful PPPs. Furthermore, they reflected on tensions that have arisen within these partnerships. And finally they were asked about their overarching philosophies regarding government's responsibility to its constituency versus the interests of the private sector. The report reveals that there is no set formula to be followed step by step in the creation and subsequent evolution of a public/private partnership, though certain principles emerge as essential components of a strong and effective organization. These are: having a clear understanding of the partnership's misson and goals, being flexible and getting creative, making friends with everyone, and courting the local population who live around the parkland. Because there are several of these partnerships being formed to support parks in San Antonio, Texas at the time of this report, I placed emphasis on local statistics and anecdotes while compiling the opinions of area experts who have a long history of activism in this region. It is my intent that the findings reported herein provide some guidance for the future leadership of these local organizations in the context of local issues.

An example of this is found in Lafayette, Louisiana, where Lafayette Consolidated Government recently purchased a 100-acre farm from the University of Louisiana at Lafayette, and collaborated with community leaders to form a public-private partnership with a new non-profit, Lafayette Central Park, Inc. This entity is currently undertaking the necessary steps to lease, plan, design, fund, build, operate, and maintain a new community park on the property. This report explores the history of public-private partnerships found within park administration, as well as the myriad legal, organizational, and financial structures in place within those partnerships. The research also highlights potential benefits and drawbacks to these partnerships, found within four case studies in the Southeast, as well as through precedents found in previous research. The four case studies are Audubon Park and City Park in New Orleans, Louisiana, and Memorial Park and Discovery Green in Houston, Texas. The insights, challenges, and best practices found through the examination in this report are used to create a series of recommendations for the fledgling non-profit organization, Lafayette Central Park, for both short-term and long-term success.

The high resource consumption and prices as well as stringent environmental policies and laws have pushed the strategic importance of efficient resources management. Due to the proximity of companies, industrial parks offer potential for the development of interorganizational resource exchanges, in terms of energy and waste, infrastructure sharing and joint services. Utilizing this potential enhances the resource efficiency and added value of companies while often reducing their environmental impacts. Efficient management of resources in industrial parks requires an appropriate management concept. However, the research and literature on the management of industrial parks is very limited. As a solution the author introduces the concept for integrated resources management. The theoretical status quo of the concept is studied from the perspective of industrial ecology with the conclusion that the approach lacks a strategic management dimension. To tackle the problem, the author draws upon the strategic management and organizational theories as well as the approaches of network and environmental management. The empirical insights into the concept are sought by analyzing applied practices to network and resources management in industrial parks. The case studies comprise representative examples of successful industrial restructuring from Germany such as DOW ValuePark(R) and Chemical Industrial Park Marl and showcases of China's economic policy such as Shanghai Chemical Industry Park and Tianjin Economic and Technological Development Area. A reader will find in this book a sound theoretical framework to accommodate further research and practical decision support to manage resource problems characterized by conflicting stakeholder interests.
