I intend to take up each subject for separate study and from time to time to deal with it by message or otherwise as may seem best. My primary purposes will be to secure compe tency, efficiency and economy in the administration of the affairs Of the State, effective methods to deal with the spirit of lawlessness, reform in the administration Of criminal justice, and adequate legislation to meet the legitimate demands of all classes. The confusion naturally attending a change of administration, the pressure of current work that cannot be postponed, and the uncertainty created by the approaching constitu tional convention will inevitably delay the consum mation Of some measures. But with the co-operation Of my colleagues and the Legislature and the support of the people, I hope to be able to recommend effective and lasting reforms and to secure their introduction as speedily as is consistent with adequate study and due care. Whitman urged his fellow New Yorkers to purchase Liberty Bonds in support of the war effort on April 6, 1918. He reminded New Yorkers and the nation that the Empire State once again led all others in the numbers of men, the amount of money, and the tonnage of material supplied to American forces during World War I. A companion catalog to the New York State Museum exhibition of the same name, A Spirit of Sacrifice documents the statewide story of New York in World War I through the collections of the State's Office of Cultural Education comprised of the New York State Museum, Library, and Archives. Within these world-class collections are the nearly 3,600 posters of the Benjamin W. Arnold World War I Poster Collection at the New York State Library. Book excerpt: The pardon is an act of mercy, tied to the divine right of kings. Why did New York retain this mode of discretionary justice after the Revolution? And how did governors’ use of this prerogative change with the advent of the penitentiary and the introduction of parole? This book answers these questions by mining previously unexplored evidence held in official pardon registers, clemency files, prisoner aid association reports and parole records. This is the first book to analyze the histories of mercy and parole through the same lens, as related but distinct forms of discretionary decision-making. It draws on governors’ public papers and private correspondence to probe their approach to clemency, and it uses qualitative and quantitative methods to profile petitions for mercy, highlighting controversial cases that stirred public debate. Political pressure to render the use of discretion more certain and less personal grew stronger over the nineteenth century, peaking during constitutional conventionsand reaching its height in the Progressive Era. Yet, New York’s legislators left the power to pardon in the governor’s hands, where it remains today. Unlike previous works that portray parole as the successor to the pardon, this book shows that reliance upon and faith in discretion has proven remarkably resilient, even in the state that led the world toward penal modernity.

Book excerpt: America searched for an answer to "The Labor Question" during the Progressive Era in an effort to avoid the unrest and violence that flared so often in the late nineteenth and early twentieth century. In the ladies' garment industry, a unique experiment in industrial democracy brought together labor, management, and the public. As Richard Greenwald explains, it was an attempt to "square free market capitalism with ideals of democracy to provide a fair and just workplace." Led by Louis Brandeis, this group negotiated the "Protocols of Peace." But in the midst of this experiment, 146 mostly young, immigrant women died in the Triangle Factory Fire of 1911. As a result of the fire, a second, interrelated experiment, New York's Factory Investigating Commission (FIC)—led by Robert Wagner and Al Smith—created one of the largest reform successes of the period. The Triangle Fire, the Protocols of Peace, and Industrial Democracy in Progressive Era New York uses these linked episodes to show the increasing interdependence of labor, industry, and the state. Greenwald explains how the Protocols and the FIC best illustrate the transformation of industrial democracy and the struggle for political and economic justice.
