Book excerpt: The European Union and Party Politics in Central and Eastern Europe examines the influence of the EU on the party politics of the eight post-communist countries that joined the Union in 2004, as well as that of Bulgaria and Romania, from the 1990s and through the first 18 months of EU membership. For much of the decade after the end of communist rule, popular support for EU membership was generally strong, if abstract, in nature and EU influence did not provide the basis for much political conflict or substantive party competition. It was mostly assumed that strengthening European integration would help consolidate the newly emerged party systems and reinforce post-communist democracy. As EU membership became a more practical and immediate prospect however, currents of Euroscepticism grew and after accession in May 2004 there was extensive government instability throughout the region. As well as conducting a multi-facetted examination of the influence of the EU on parties, party systems, public opinion and voting patterns, this volume also confronts the broad question of whether EU membership will indeed act to consolidate democratic party government in Central and Eastern Europe or produce new tendencies of Euroscepticism that strengthen extremism and undermine democratic stability.

But the alternatives—dictatorship or totalitarian rule—are more in keeping with the traditions of Central Europe. And for many post-Communist societies, democracy has come to be associated with inflation, unemployment, crime, and corruption. Is it still true, then, as Winston Churchill suggested a half-century ago, that people will accept democracy with all its faults—because it is better than anything else? To find out, political scientists Richard Rose, William Mishler, and Christian Haerpfer examine evidence from post-Communist societies in eastern Europe. Drawing on data from public opinion and exit polls, election results, and interviews, the authors present testable hypotheses regarding regime change, consolidation, and prospects for stabilization. The authors point out that the abrupt transition to democracy in post-Communist countries is normal; gradual evolution in the Anglo-American way is the exception to the rule. While most recent books on democratization focus on Latin America and, to some extent, Asia, the present volume offers a unique look at the process currently under way in nine eastern European countries: the Czech Republic, Hungary, Slovakia, Poland, Slovenia, Bulgaria, Romania, Belarus, and Ukraine. Despite the many problems these post-Communist societies are experiencing in making the transition to a more open and democratic polity, the authors conclude that a little democracy is better than no democracy at all.

Book excerpt: When direct elections for the European Parliament were first organized in 1979, the idea was that such direct elections would increase the democratic legitimacy and accountability of the Parliament. Moreover, the elections were expected to raise public interest, engagement and support for the European project. Did these elections help to increase legitimacy and accountability? Did they increase interest in and support for the 'European project'? Or, did these elections have unintended (and perhaps undesirable) consequences? This volume focuses on the consequences of European elections for public debate and involvement, for party systems, and for public opinion. EP elections have caused a number of intended consequences: the salience of the elections in the media has gone up and over time electoral competition becomes more important, engaging in the campaign can help improve EU evaluations, and Europe as a topic has become more important for voting at EP elections, boosting the prevalence of so-called EU voting. A number of intended consequences have not materialized during the life of the EP so far: knowledge or turnout levels have not gone up and citizens have not become better at judging what political parties are offering. The EP elections have, however, also yielded a number of unintended consequences: EP elections dampen turnout for first time voters in subsequent elections, EP elections cause temporary decline in EU support, and the elections have become a strategic arena for political parties to position themselves on EU issues and for new movements and parties to boost or sustain their success.

One key factor was the resumption of party politics, and this book reviews the postcommunist development of political parties in the Czech Republic, Slovakia, Poland, and Hungary. Tomáš Kostelecký describes party history up to 1947—some earlier parties were resurrected in 1989—and then covers the communist and postcommunist periods. Historical, cultural, and social factors in party development are all taken into account in this synthetic work. The core of the work studies three crucial factors: historical and cultural factors, social cleavages, and electoral rules. In general Kostelecký sees a move toward more organized political parties, greater rational choice and self-interest in voters' decisions, and better structured, stabler politics. In other words, East-Central European politics is transforming itself from simply a reaction against the politics of the preceding regime to a situation in which diverse groups in society will find their interests institutionalized in diverse political parties, not unlike the politics of Western Europe.
