Although supposed to have a diploma, the majority of teachers are not so provided.12 Thus, out of teachers, men, women, two-thirds did not possess a diploma. At present there are three normal schools - one for men and two for women. Two are located in Lima, and a comparatively smaller one for women in Arequipa. Previously there were more, but financial and other difficulties have caused the closing of the others. The act of Congress (march, 1901) provided at least three normal schools for men, and three for women. In the normal school for men the curriculum provides three years of study, which differs somewhat from that provided for the women's normal school. In the normal school for women in Lima the course of studies is as follows: First year: Spanish grammar and literature, penmanship arithmetic, geography, history, religion, object lessons, domestic economy and hygiene, manual training, French or English, vocal music, physical exercises, attendance upon model classes in the School of Practice. Second year: general notions and anthropology and infant psychology, pedagogy, history, general hygiene, domes tic economy, religion, elocution and composition, manual training. French or English, music, physical exercises, attendance upon model classes in the School of Practice. Third year: Methodology, notions of the history of education, school hygiene, domestic economy, civic education and school legislation, manual training, French or English. Book excerpt: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice. Book excerpt: As public schools in Peru consistently rank in the bottom in numerous international and national education assessments, private school enrollments have begun to spike. Private schools are filled with students from the elite and upper middle classes, leaving public schools predominantly comprised of middle to lower classes since the parents are unable to afford a private school tuition. It is this growing division that has been labeled an 'educational apartheid' within the educational system in Peru. This thesis sets out to explore this apartheid at the local level in Lima, Peru. The intent of this project was to conduct ethnographic research on a public and a private primary school to investigate any perceived differences that may support the existence of educational inequalities that contribute to an educational apartheid. When looking at the Peruvian school system as a whole, the educational apartheid is occurring, especially including the larger and more costly private schools; however, when investigating smaller communities, private schools are seen as a path for social mobility, even if these expectations may be false. The case studies revealed that both public and private schools had positive and negative practices; therefore blurring the assumption that private is always better. In order to confront this educational apartheid, this thesis provides educational policy recommendations that call for attention on policies that are inclusive of all actors (teachers, students, parents) within the educational system, as well as systematic and methodical implementation to insure the success of future educational reforms in Peru.

It argues that teachers are key agents of education systems and that the way they perceive their own work is a fundamental element in the understanding of their practices and the extent to which these are oriented towards guaranteeing children's right to education. This research combines secondary national data with interviews and focus group sessions conducted in the capital city and in an Andean highland province. Both sets of evidence were used to link teachers' biographies and Peruvian history in order to identify key elements in teachers' views on their professional activity exploring how they are connected to overarching social processes. The main findings point to the identification of a dual speech: (i) a public one focusing on the vindication of rights and characterised by a critical stance towards governmental policies; and (ii) individually framed narratives more attached to personal/family stories and mixed views of teachers themselves vis-a-vis governmental initiatives. This research also sheds light on the deep connection between teachers' social background and recent social transformations in Peru. In fact, teacher recruitment, seemingly motivated by concerns external to the education agenda, has resulted in a rather homogeneous workforce in terms of their socio-economic background. Teachers' views on their profession appear mostly rooted in: (i) social mobility expectations, (ii) the role of the State in the creation of work posts and in defining what is expected of teachers; and (iii) a general set of representations about Peruvian social conditions developed against a backdrop of three decades of economic stagnation and deep social transformations. Advancing an understanding of these intertwined elements represents the main contribution of this thesis in relation to: (i) the generation of new knowledge and informing future research, (ii) the advancement of my future professional activities, (iii) feeding into the debates on what is required form the Peruvian education system to better perform as to guarantee the human right to education.
