Taking a political, social, and spatial perspective, the author offers Atlanta as a case study. Akira Drake Rodriguez shows that the decline in support for public housing, often touted as a positive (neoliberal) development, has negative consequences for social justice and nascent activism, especially among Black women. Urban revitalization policies target public housing residents by demolishing public housing towers and dispersing poor (Black) residents into new, deconcentrated spaces in the city via housing choice vouchers and other housing-based tools of economic and urban development. Diverging Space for Deviants establishes alternative functions for public housing developments that would necessitate their existence in any city. In addition to providing affordable housing for low-income residents—a necessity as wealth inequality in cities increases—public housing developments function as a necessary political space in the city, one of the last remaining frontiers for citizens to engage in inclusive political activity and make claims on the changing face of the state.

More Than Shelter makes clear that such limited perspectives do not capture the rich reality of tenants’ active engagement in shaping public housing into communities. By looking closely at three public housing projects in San Francisco, Amy L. Howard brings to light the dramatic measures tenants have taken to create—and sustain and strengthen—communities that mattered to them. More Than Shelter opens with the tumultuous institutional history of the San Francisco Housing Authority, from its inception during the New Deal era, through its repeated leadership failures, to its attempts to boost its credibility in the 1990s. Howard then turns to Valencia Gardens in the Mission District; built in 1943, the project became a perpetually contested and embattled space. Within that space, tenants came together in what Howard calls affective activism—activism focused on intentional relationships and community building that served to fortify residents in the face of shared challenges. Such activism also fueled cross-sector coalition building at Ping Yuen in Chinatown, bringing tenants and organizations together to advocate for and improve public housing. The account of their experience breaks new ground in highlighting the diversity of public housing in more ways than one. The experience of North Beach Place in turn raises questions about the politics of development and redevelopment, in this case, Howard examines activism across generations—first by African Americans seeking to desegregate public housing, then by cross-racial and cross-ethnic tenant groups mobilizing to maintain public housing in the shadow of gentrification. Taken together, the stories Howard tells challenge assumptions about public housing and its tenants—and make way for a broader, more productive and inclusive vision of the public housing program in the United States.

He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.
