Book excerpt: The ratings for the Public Health Surveillance and Disease Control Project were as follows: the outcomes were satisfactory, the risk to development outcome was low, the Bank's performance was satisfactory and the Borrower's performance was also satisfactory. The lessons learned included the following: (1) the Project showed that the achievements of the activities and their sustainability were strengthened when it was able to work in coordination with other national agencies (INDEC, other Secretariats or Ministries); (2) the usefulness of the funding mechanisms to finance the Subprojects was apparent and although their social or sanitary impact was reduced, they serve as producers of local capabilities that strengthen the development of national and provincial policies; (3) an adjustment of the administrative procedures and the strengthening of local management capacities is needed, in order to successfully complete these sub-projects; (4) the strategy used through the operational research projects and the support provided to the municipalities made it possible to expand the public capacity and mobilize civil society resources; and (5) one of the principal lessons in the relation with the provinces is the need to structure a national surveillance and health promotion system with sufficient resources and active presence beyond the weaknesses of the institutional capacity of the provinces.

Book excerpt: The maturation of the public sphere in Argentina during the late nineteenth and early twentieth centuries was a critical element in the nation-building process and the overall development of the modern state. Within the context of this evolution, the discourse of disease generated intense debates that subsequently influenced policies that transformed the public spaces of Buenos Aires and facilitated state intervention within the private domains of the city's inhabitants. Under the banner of hygiene and public health, municipal officials thus Europeanized the nation's capital through the construction of parks and plazas and likewise utilized the press to garner support for the initiatives that would remedy the unsanitary conditions and practices of the city. Despite promises to the contrary, the improvements to the public spaces of Buenos Aires primarily benefited the porteño elite while the efforts to root out disease often targeted working-class neighborhoods. The model that reformed the public space of Buenos Aires, including its socially differentiated application of aesthetic order and public health policies, was ultimately employed throughout the Argentine Republic as the consolidated political elite rolled out its national program of material and social development.

These policy changes have put the economy on a stronger footing and corrected many of the most urgent macroeconomic imbalances. Private consumption strengthened in 2017, supported by greater real wages and buoyant credit growth. With stronger domestic demand, the trade surplus turned into a deficit and the current account deficit increased. Annual inflation has declined from its peak in 2016, but remained relatively resilient and inflation expectations moved up, prompting the central bank to raise interest rates. Going forward, GDP growth is expected to consolidate, inflation inertia will slowly subside, and the fiscal deficit will gradually fall.
